Questions Due Date: Sep 6th 2024, 3:00 PM CDT Online Portal The purpose of this specification is to establish a sixty (60) month Indefinite Delivery / Indefinite Quantity (ID/IQ) master agreement for the purchase of services for "turnkey" inspection, maintenance, testing, repair, and replacement of two City of Dallas ("City") owned electrical transmission substations and associated equipment as described below as Group 1 and Group 2. An ID/IQ agreement is established when quantities of goods or services and/or delivery schedules cannot be determined. Goods and services under this agreement will be ordered on an as needed basis for the term of the agreement. The purpose of this specification is to establish a sixty (60) month Indefinite Delivery / Indefinite Quantity (ID/IQ) master agreement for the purchase of services for "turnkey" inspection, maintenance, testing, repair, and replacement of two City of Dallas ("City") owned electrical transmission substations and associated equipment as described below as Group 1 and Group 2. An ID/IQ agreement is established when quantities of goods or services and/or delivery schedules cannot be determined. Goods and services under this agreement will be ordered on an as needed basis for the term of the agreement. A. Group 1: Electrical equipment located at the City of Dallas - East Side Water Treatment Plant (WTP) located at 405 Long Creek Road in Sunnyvale, Texas 75182 including but not limited to the preventative and corrective maintenance of the 138/4.16 KV electrical transmission substation, the equipment there of, and approximately 14 City-owned steel poles, 138 KV overhead conductors & insulators serving the substation; and associated equipment as well as two battery systems at this site (Substation & 25 KV Switchgear). This service shall include predictive and preventive maintenance; inspecting; testing; troubleshooting; cleaning of equipment cabinets and yard inside of substation, repair and/or replacement of the electrical equipment. B. Group 2: Electrical equipment located at the City of Dallas - Southside Wastewater Treatment Plant (WWTP) at 10011 Log Cabin Rd., Dallas, Texas 75253 including but not limited to the preventative and corrective maintenance of the 69/13.8 KV electrical transmission substation, the equipment thereof, and approximately 35 City-owned poles, insulators, and 13.8 KV overhead transmission lines connected to said substation. Preventative maintenance shall include inspection and cleaning of equipment inside the substation, inspection of the 13.8 KV lines, and electrical testing of equipment on a periodic basis. Corrective maintenance shall include the repair and/or replacement of equipment or parts of equipment inside the substation and the repair of the overhead line and associated line devices and materials. The City requires a high level of reliability (utility grade or better), and the intent of this contract is to ensure this level of reliability is provided.
