1. Instructions and specifications are available from the Village Engineer, phone (847) 295-3322, via in-person pick-up, U.S. Mail, or email. 2. The work consists of tree and brush clearing, ditch excavation, gravel shoulder construction, boulder retaining wall construction, and restoration. 3. All questions concerning the bid document or specifications must be submitted in writing to the Village Engineer. A written response will then be provided to all known bidders. No interpretations, clarifications or addenda will be issued after the fourth day prior to the scheduled bid opening. 4. Sealed proposals shall be delivered to the above address at anytime prior to, but no later than the date and time shown above. Each proposal must be submitted in a sealed envelope. All proposals must be signed by an authorized representative of the firm submitting the bid. 5. The Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq.)). 6. All proposals must be accompanied by a proposal guaranty in the amount of 10% of the total bid in the form of a bid bond or certified check made payable to the Village of Mettawa. 7. The Village reserves the right to reject any and all bids, or to waive any in informalities, irregularities, or defect in a proposal, should it deem it to be in the best interest of the Village to do so. The bid will be awarded, if at all, to the lowest responsible bidder as determined by the Village which will take into consideration the qualifications of the bidder, including but not limited to the proposed amount, conformity with the specifications, and any other information which will assist in making a decision. 8. Payment will be made to the contractor in as shown in the proposal.
