Site work for a civil project in Youngsville, Louisiana. Working plans call for site work for a water / sewer project.

Deposits on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of the documents no later than ten (10) days after receipt of bids if returned in good condition. On other sets of documents furnished to bidders, the deposit (less actual cost of reproduction) will be refunded upon return of the documents no later than ten (10) days after receipt of bids if returned in good condition. They will not be mailed until payment is received. Plans and specifications shall be available until twenty-four (24) hours before the bid opening date. Documents containing marks, torn sheets or unbound sheets are NOT considered to be in good condition. Contractors submitting bids electronically are required to provide the same documents as contractors submitting through the mail or by hand delivery. These items include but are not limited to the Bid Form and Bid Security. If a certified check or cashier's check is submitted as the bid security, electronic copies of both the front and the back of the check shall be included with the electronic bid. Bids must be signed in accordance with LRS Title 38:2212(B)5. A Corporate Resolution or Certificate of Authority authorizing the person signing the bid is required to be submitted with bid. Failure to submit a Corporate Resolution or Certificate of Authority with the bid shall be cause for rejection of bid. The Contractor shall obtain, maintain during the life of the project, and provide to the Owner copies of the following bonds and policies which shall be obtained from surety companies, licensed to do business in the State of Louisiana, in the amounts and for the purpose stated and subject to the Owner's approval. 1. BID BOND: A "Bid Guarantee" equivalent to 5% of the bid price consisting of a firm commitment, such as a bid bond, certified check, or other negotiable instrument made payable to the City of Youngsville, shall accompany each bid as assurance that the bidder will, upon acceptance of his bid, execute such contractual documents as may be required and within the time specified. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project. 2. PERFORMANCE BOND: A performance bond of not less than 100% of the contract price shall be executed to assure the Contractor's faithful performance of the contract as described in Instructions to Bidders. 3. PAYMENT BOND: A payment bond of not less than 100% of the contract price shall be executed to assure payment as required by law of all persons supplying labor and material in the performance of the work provided by the contract as described in Instructions to Bidders. Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2173 for the classification of "Municipal and Public Works Construction". Bidder is required to comply with provisions and requirements of LA R.S. 38:2212(B) (5). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214. Each bid shall be submitted only on the Bid Form. Bids will be evaluated by the City of Youngsville based on the lowest responsible bid submitted which is also in compliance with the specifications. The City of Youngsville reserves the right to reject any and all bids or portions thereof, for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity. Funding for this project is partially through the Louisiana Department Health program; construction shall comply with all of their requirements including American Iron and Steel requirements. The Wage Determination will be rechecked ten days before the bid opening, and if it has been revised, the revised version will be issued to bidders as an addendum. Each bidder must have an active Unique Entity ID (SAM), as verified on www.sam.gov, prior to the beginning of construction. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. Successful contractor must comply with the requirements below: 1. Presidential Executive Orders 11625, 12138, and 12432; Women's and Minority Business Enterprise. 2. Presidential Executive Order 12549, Debarment and Suspension. 3. Presidential Executive Order 11246, Equal Employment Opportunity. 4. Presidential Executive Order 13202, as amended by E.O. 13208, Preservation of Open Competition. 5. The following requirements are additional requirements included verbatim in the Special Conditions: Owner reserves the right to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron. Instructions to Bidders.
