Reference Number 0000282371 Question Acceptance Deadline 2024/12/10 04:00:00 PM CST Manitoba Hydro is issuing this Request to seek the submission of competitive Proposals for environmental assessment (EA) and regulatory support consulting Services, to be provided on an as-required basis. The Services includes, but are not limited to, environmental assessment, licensing, and regulatory submissions in accordance with the Environment Act (Manitoba), Impact Assessment Act (Canada), and Canadian Energy Regulator Act (Canada), as required for the HVdc reliability project. Manitoba Hydro has three operating HVde Bipoles, as follows: Bipole I (Pole 1 and Pole 2) went into operation between 1973 and 1976 in three stages. Bipole II (Pole 3 and Pole 4) went into service in 1979 and 1986. Bipole III (Pole 5 and Pole 6) went into service in 2018. Radisson Converter Station and Henday Converter Station are the rectifiers for Bipole 1 and Bipole II respectively, located near Gillam, Manitoba. Dorsey Converter Station is the inverter for both Bipole I and Bipole II located near Rosser, Manitoba. Keewatinohk Converter Station is the rectifier for Bipole III located near Gillam, Manitoba and Riel Converter Station is the inverter located near Dugald, Manitoba. These three bipole systems are responsible for transmitting up to 4184 MW of hydro-electric power generated by four Nelson River Generating Stations (Kettle, Long Spruce, Limestone, and Keeyask) to Southern Manitoba's AC grid, which amounts to approximately 70% of Manitoba Hydro's total generation capacity. Bipole I and Bipole II systems require a modernization program to maintain level of service necessary for Manitoba Hydro customers. The modernization approach for Bipole II has been determined to be an in-situ refurbishment (brownfield) of the existing Bipole II converter station facilities. The modernization approach for Bipole I has not yet been determined, but both refurbishment (brownfield) and replacement or new-build (greenfield) options are currently under consideration and therefore the project may require an environmental assessment and submissions to provincial (Environment Act (Manitoba)) or federal regulators (Impact Assessment Act and Canadian Energy Regulator Act). To minimize potential impacts to the Bipole I modernization schedule, in the case where the final modernization approach selected by Manitoba Hydro for Bipole I is for greenfield development of new converter stations, activities to complete the environmental assessment for the Bipole I Project are currently taking place. The results of the assessment will be documented in an environmental impact statement (EIS). The target date for submission of the EIS is June 2026 and following submission, a Provincial environmental review will commence. The earliest anticipated start of construction by others for a Bipole I greenfield project would be December 2029 after appropriate environmental approvals have been obtained.
