Pacific Avenue Sewer Lift Station Conversion to Gravity Line The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that the bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted bids. Neither the City, nor online , makes any guarantee as to the timely availability of assistance, or assurance that any given problem will be resolved by the bid submission deadline. The benefits to the vendors include not having to send their staff to the City to submit a proposal or bid, respond to bid opportunities securely over the internet, automatic addendum notification and acknowledgments, and secure Bidding - including line itemization, calculation with net terms, etc. The City incurs a cost to utilize online to provide this online service for the convenience of all our potential and existing vendors and therefore typically imposes a cost recover fee of $107 for bidding of public works construction related projects. License Requirements California State Class A Contractor's License Liquidated Damages $250 per day Estimated Bid Value $5,000,000 Start/Delivery Date March/April 2025 Project Duration 340 days Scope of Services The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in the Contract Documents. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of BIDS. Actual quantities of Work to be performed may vary at the discretion of the City Engineer. The Pacific Sewer Lift Station Conversion to Gravity Line (S-265) CIP project shall consist of the demolition (existing sewer lift station), civil, structural, etc. required for the contractor to furnish a complete and operable system. Specifically, the project shall include, but will not be limited to, the following items: 1. Installing approximately 805 feet of 12-inch diameter VCP No-Dig pipe primarily through trenchless technology, divided into multiple phases with various manhole sizes and depths Existing wet well rehab and modifications. 2. Upon completion of the new gravity pipeline, the existing sewer lift station is to be removed/abandoned, along with surface street and sidewalk restoration. The Contractor must schedule and phase construction to avoid conflicts with the five (5) following special events (see appendices for event location maps). 1. American Martyrs 5K Run (annual February) in year 2024 was February 24 2. Grand View Gator Run (Annual late May/early June) in year 2024 was June 2 3. Chevron Grand Prix (annual July) in year 2024 was July 14 - Special Note on this event no traffic control nor plate coverings allowed at Ardmore and Pacific manhole. All work at this manhole must be complete prior to this event or after as it is a bike race with the sharp turn being from Ardmore onto Pacific immediately onto Valley Drive. 4. Hometown Fair - (Annual October) in year 2024 was October 5 thru October 6. 5. Hometown Fair Manhattan Beach 10K - (Annual October) in year 2024 was October 5 The project also consists of deferred submittals and additionally Building and Safety shoring permitting is required for the trenchless technology pits. Additionally, Right-of-Way permitting is required from Public Works with stamped traffic control plans. The winning bidder must sign up for City's online permitting system for permit issuance and inspection requests for permitted items. The project requires coordination with Los Angeles County Sanitation District (LACSD) to receive approvals, prior to construction beginning on or near LACSD facilities and pass inspections by LACSD during construction. LACSD requires the following submittals: (1) Manhole Structure (2) Manhole Structure with Concrete Support (3) 2-Sack Cement Slurry Anticipated City Council award of contract date: 3/4/2025 Contractor's responsibility to procure a staging area at his/her expense. The pit#1 at Ardmore/Pacific must be started and completed in such a manner that it avoids the annual Chevron Grand Prix (bike race) in July (typically 2nd weekend). Coordination with adjacent residents due to impacting their driveway. Building and Safety permitting required for the shoring. Right-of-Way permitting with Traffic control plans signed by Traffic Engineer required. Accessibility for pedestrian to the school and driveway accessibility to be maintained during construction.
