Renovation of a mixed-use development in Oxford, Connecticut. Completed plans call for the renovation of a educational facility.

The Town of Oxford Board of Education Central Office (hereinafter referred to as the Board), is seeking proposals from qualified HVAC general contractors (the Bidders) to remove the existing hydronic coils and boilers in the Cafeteria and Gymnasium of the Great Oak Elementary School (GOES @ 50 Great Oak Road, Oxford Ct. 06478). The legacy systems will be replaced with roof mounted AAon heat pump rooftop units (RTUs) as specified in the engineered design described in Append A of this RFP. Bidders will offer a "Construction Manager at Risk Contract" All inquiries regarding this request shall be answered via email until the close of business on December 6, 2024, after which time no additional questions will be accepted. Inquiries/Questions must be emailed to the BOE COO at dagostinom@oxfordpublicschools.org. Scope of Work RTU: - Demo and dispose of four ceiling-mounted fan units that have reached the end of their usable life. - Demo and dispose of four hydronic coils along with the associated piping as part of the deconstruction process for the fan coils. - Furnish and install three Aaon Heat Pump Rooftop Units; the Gymnasium will have two rooftop units, both of which are eighteen tons in capacity. The cafeteria will have a single twenty-five ton rooftop. - Furnish and install sensors and thermostats - Furnish and install spiral ductwork, as specified on drawings - Provide startup and commissioning of all installed equipment - Provide testing and balancing of airflow on all AAon rooftop units Scope of Work Chiller: - Removal of the existing oil boilers, then hand them over to the town or dispose if necessary - Demo and dispose of hydronic piping within the boiler room that will no longer be utilized. - Furnish and install a 15-ton heat pump chiller on the designated outdoor pad, previously occupied by the removed oil tank. -Furnish and install new hydronic piping between the chiller and existing hydronic loop - Make use of existing circulating pumps and variable frequency drives - Repipe the hydronic loop to effectively deliver hot water to the perimeter rooms in both the gymnasium and cafeteria. - Direct replacement of (9) Cabinet Unit Heaters with matching BTU rating - Direct replacement of (6) Unit Heaters with matching BTU rating -Direct replacement of (1) AHU with matching BTU rating - Furnish and install all components, including piping, valves, check valves, sensors, metering devices, and glycol. - Provide flushing and cleaning of the hydronic pipes. - Provide testing and balancing of the hydronic system. Scope of work Hot Water: - Furnish and install an 80-gallon heat pump water heater - Furnish and install(1) 80-gallon hot water storage tank to ensure an adequate supply of hot water for the kitchen and sink requirements. - Furnish and install all necessary piping to connect the water heater, storage tank, and existing domestic systems. - Furnish and install a recirculating pump for the hot water loop. Scope of Work Electrical: - Furnish and install new panels and breakers in place of the 45-year-old existing electrical panels - Source panel for each unit - The existing main switchboard has some empty breaker spaces, although the maximum breaker sizesthat could fit in these spaces are unknown. The contractor will need to research this. - Provide new subpanels where necessary - New sub-panel (s) are required. Existing breakers may need to be relocated from switchboard into new subpanel(s) to make room for subpanel feeder breaker(s). - The contractor will need to submit a load letter to Eversource to confirm the existing utility transformer is adequately sized to support the additional HVAC equipment
