Site work and paving for a mixed-use development in Arlington, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The scope of work includes construction of approximately 2,250 linear feet of water mains in Pleasant Street, including 6-inch and 8-inch ductile iron pipe, valves, and fittings; hydrants; water services; abandonment of existing water mains; and removal and disposal of existing hydrants, valves, appurtenances, and water mains when in proposed trench limits. Surface construction shall include temporary and permanent paving over trench limits; concrete sidewalk panel reconstruction at water services and in trench limits; removing and resetting granite curbing; protection or bracing of existing utility poles; and tree protection, branch trimming, and root treatment. The scope of work also includes construction zone safety and traffic management; handling and disposal of excavated materials in accordance with regulations; and coordination of work. The required contract completion date for the contract is November 15, 2025. Bid Security in the form of a bid bond, cash, certified check, treasurer's, or cashier's check payable to the Owner, is required in the amount of five (5) percent of the bid, in accordance with Section 00200, INSTRUCTIONS TO BIDDERS. This project may be partially funded by the Massachusetts Water Resources Authority (MWRA) Local Water System Assistance Program. Therefore, Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE) and Equal Employment Opportunity polices of the Massachusetts Water Resources Authority (MWRA) are applicable to this Contract. The Bidder shall comply with all applicable laws and regulations pertaining to nondiscrimination, equal opportunity and affirmative action, including without limitation executive orders and rules and regulations of federal and state agencies of competent jurisdiction. The Bidder shall make positive efforts to achieve: (1) Massachusetts state minority employee work force goal of 15.30 percent, (2) Massachusetts state woman employee work force hour goal of 6.90 percent, (3) MWRA goal of 7.24 percent participation of Minority-owned Business Enterprise(s), and (4) MWRA goal of 3.60 percent participation of Woman-owned Business Enterprise(s) within project contracts. All MBEs and WBEs shall be certified by the Commonwealth of Massachusetts under the provisions certified by the Supplier Diversity Office (SDO). At a minimum, the community should allow MBEs and WBEs the maximum feasible opportunity to compete for subagreements performed under the project. The Bidder shall submit completed Disadvantaged Business Enterprise (DBE) forms (EEO-DEP-190 & EEO-DEP-191) with the bid. Failure to comply with the requirements of this paragraph may be deemed to render a proposal nonresponsive. No waiver of any provision of this section will be granted unless approved by the Owner After the bid date, the selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00700, GENERAL CONDITIONS of these specifications. Prevailing Wage Rates as determined by the Director of the Department of Labor Standards under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract. By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays, and legal holidays excluded after the opening of bids. The Owner reserves the right to waive any informalities in bids and to reject any or all bids. Question Deadline 11/29/2024 at 4:00 PM ET Any request for interpretation of plans and specifications may be submitted in writing.
