The City of Glendale is seeking a qualified construction manager/general contractor to provide construction services as the Construction Manager at Risk (CMAR) to modernize the trailheads and associated facilities at the City of Glendale's Thunderbird Conservation Park, located at 22600 North 59th Avenue, Glendale, AZ. The current budget for this project is approximately $11.5M, which includes the cost for design, construction, and all other associated costs. It is the City's desire to have the new improvements completed before the end of December 2026. Question Deadline 12/09/2024 at 4:00 PM MT The Thunderbird Conservation Park is 1,185 acres, located in the Hedgpeth Hills in north Glendale, Arizona. The park is dedicated to preserving the desert environment and offers activities that include picnicking, hiking, horseback riding, mountain biking, jogging, and bird watching. The park includes approximately 15-miles of multiuse trails, parking lots, ramadas, and restrooms. There are three trailheads/entrances to the park. The main trailhead/entrance is off of 59th Avenue (22600 North 59th Avenue), another on Pinnacle Peak Road at 55th Avenue (5486 W. Pinnacle Peak Road), and the third off of 67th Avenue at Patrick Lane. The trails and access roads branch from these trailheads into the park. The City's Parks and Recreation Master Plan was updated in 2021. The goals and objectives for this project were identified in the 2021 master plan and include improvements to the park trailheads and infrastructure, revegetate native desert areas, replace existing facilities (e.g., restrooms, shade structures, trailheads, etc.), install or reconstruct new asphalt parking lots, connect to existing water and sewer systems at the two main entrances, and the installation of new signage (e.g., entrance, trail, and environmental interpretive signs). The City is seeking a qualified Construction Manager at Risk (CMAR) to provide pre-construction and construction services during the design and construction phases of this project. The CMAR will provide pre-construction management services during the design phase of the project and may serve as the general contractor for the construction phase of the project, if it is determined to be in the City's best interest. The CMAR will be responsible for construction means and methods. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract. The attendees will be allowed to conduct their own park walk-through, if desired. Because City staff may not have time to respond to individual inquiries regarding the scope outside of this pre-submittal conference, it is recommended that interested firms have a representative join the pre-submittal conference. Questions pertaining to the RFQ, or selection process should be directed in writing to the Engineering Department, City of Glendale, 5850 West Glendale Avenue, Glendale, AZ 85301, or by email to EngineeringDept@glendaleaz.com. The goals, objectives, and action items for this project include the following improvements: o Improve access to the park by prioritizing the three trailheads and infrastructure. o Restore the native desert by hydro-seeding and land sculpting disturbed areas. o Rehab and revegetate closed and scarred areas. o Install native landscape within the trailhead locations. o Close the existing access road to the water reservoir and upper ramada overlook to all but service vehicle access and make a "silent road" for hikers and biking Provide primary and secondary trailheads with breezeway, prefabricated restrooms, and shade structures. o Provide entry monuments, vehicular directional signage, and wayfinding trail signs. o Provide historic and environmental interpretive signs. o Construct new asphalt parking lots with concrete curbing. o Remove existing restrooms and ramadas at trailhead locations. o Decommission non-functional facilities. o Connect to the City of Phoenix potable water and sewer systems at the 55 th Avenue and Pinnacle Peak Trailhead. o Connect to the City of Glendale sewer system at the 67 th Avenue and Patrick Lane Trailhead. o Tie into existing City of Glendale potable waterlines and re-route per new layout at the 59 th Avenue and 67 th Avenue Trailheads. o Install Automatic Entry Gates at all trailhead locations. o Cut-In new trail connections
