("DCDC") is seeking proposals from qualified and licensed C-20 HVAC Contractors to remove and replace the existing window mounted AC units with PTAC equipment at the Satellite Apartments complex located at 530 N. Stanislaus Street Stockton, CA. All questions regarding this solicitation must be submitted to the website by 2:00 P.M. on Monday, November 25, 2024. NOTICE OF HUD SECTION 3 ECONOMIC OPPORTUNITY: This may be a Section 3 covered project and may be subject to the requirements of Section 3 of the HUD Act of 1968. DCDC encourages participation by certified HUD Section 3 businesses, as well as, minority-owned and women-owned businesses, and disabled veteran business enterprises. 1.0 DCDC'S RESERVATION OF RIGHTS: 1.1 The DCDC reserves the right to reject any or all proposals, to waive any informalities in the RFP process, or to terminate the RFP process at any time if deemed by DCDC to be in its best interest. 1.2 DCDC reserves the right not to award a contract pursuant to this RFP. 1.3 DCDC reserves the right to terminate a contract awarded pursuant to this RFP, at any time for its convenience upon ten (10) days written notice to the successful proposer(s). 1.4 DCDC reserves the right to determine the work schedule and locations that the successful proposer(s) shall provide the services described in this RFP. 1.5 DCDC reserves the right to retain all proposals submitted and not permit withdrawal for a period of 60 days subsequent to the deadline for receiving proposals without the written consent of DCDC. 1.6 DCDC reserves the right to negotiate the fees proposed by the proposer entity as described in Section 6.5 of this RFP. 1.7 DCDC reserves the right to reject and not consider any proposal that does not meet the requirements of this RFP, including, but not necessarily limited to, incomplete proposals and/or proposals offering alternate or non-requested services. 1.8 DCDC shall have no obligation to compensate any proposer for any costs incurred in responding to this RFP. 1.9 DCDC shall retain the right to make an award to more than one proposer. 1.10 DCDC shall reserve the right to, at any time during the RFP or contract process, prohibit any further participation by a proposer or reject any proposal submitted that does not conform to any of the requirements detailed herein. 2.0 SCOPE OF PROPOSAL/GENERAL SERVICES: Delta Community Developers Corp. ("DCDC") is seeking proposals from qualified and licensed C-20 HVAC Contractors to remove and replace the existing window-mounted AC units with PTAC equipment at the Satellite Apartments complex located at 530 N. Stanislaus Street, Stockton, CA. 2.1.1 Installation of PTACs: The Contractor shall furnish all labor, equipment, and services to complete the installation of 31 individual PTAC Systems. PTAC Units are for 18 studio units, 12 one-bedroom units, and a community room. Specifications for PTAC units are to be Friedrich Freshaire PZH07K3SB or equivalent. The Contractor is to submit the proposed substitution with the RFP response for evaluation and approval. To include the following but not limited to: o All electrical wiring and components. o Wall rough opening adjustments and new wall sleeve, including insulation and a waterproofing system to prevent air or water leaks. Any demolition of existing walls, drywall, texture, framing, and stucco to be patched and replaced with new. o Fasteners and mounting hardware. o Vibration isolators, as required. o Refrigerant and refrigerant line materials, as required. o Connection of condensate lines and pumps, as required. Condensate lines are to be routed to drain to the exterior of the building. o Wireless thermostats. o The Contractor is responsible for the coordination and cost of a crane or lifting equipment to the second floor. 2.1.2 Electrical requirements: The Contractor is to relocate existing wall-mounted AC dedicated outlets within 4' of current locations, in preparation for installation of new PTAC units. 2.1.3 PTAC systems startups: To include the following but not limited to: o Conduct startup procedures for newly installed PTAC equipment and all associated controls. Verify proper operation of equipment, including fan speeds, motor rotation, heating/cooling capacity, and control sequences. o Test for airflow and condensate drainage. o Test safety features and emergency shutdown procedures. o Document startup procedures and provide startup reports to DCDC. 2.1.4 Dry rot: The Contractor is responsible for notifying DCDC of any dry rot that is found during the removal of existing units. DCDC will determine what repairs are to be made and will conduct repairs on an as-needed basis. 2.2 The Contractor will be aware of the current Asbestos/Lead-Based reports one for the interior (Attachment L) and one for the roof (Attachment M) prepared by Stockton Environmental. The Contractor shall comply with abatement measures according to the reports. 2.3 The Contractor shall be responsible for obtaining all applicable required permits throughout the construction period up to the building permit final approval and acceptance from both the structural engineer, DCDC Staff, and the City of Stockton Building Department. DCDC will pay any fees associated with the building permit and/or any additional fees as agreed upon through the project. 2.4 The Contractor shall be responsible for the physical removal and lawful disposal of all materials removed during this project. Dumping fees and any reporting shall be covered by the Contractor. These costs shall be factored into the pricing submitted by the Contractor. 2.5 California's Title 24 Part 6 Building Energy Efficiency Standards: The Contractor will comply with California's Building Standard Code Part 6 of Title 24, and the local building codes for PTAC replacement requirements. 2.6 Warranties: The Contractor shall furnish all necessary labor and materials to repair or replace defective items at no cost to the owner. The Contractor is to provide warranties for the following: o PTAC unit and all associated equipment including but not limited to compressor, condenser, evaporator, blower motor, and other integral components - 12-month warranty starting from the date of acceptance. o Workmanship to cover any defects or issues arising from the installation process - 12-month warranty starting from the date of acceptance. 2.7 DCDC's Rights: DCDC shall retain the right to implement and/or enforce any item issued as a part of the RFP. The selected Contractor must also coordinate their work schedule with DCDC.
