The Jacksonville Transportation Authority (the "Authority" or the "JTA") hereby requests Sealed Bids for ITB No. 25-003, Safe Routes to School (SRTS) - Near Andrew Robinson Elementary School - Sidewalks Construction Project. The Jacksonville Transportation Authority herein after referred to as (the "Authority" or "JTA") a body politic and corporate and an agency of the State of Florida, located at 100 LaVilla Center Drive, Jacksonville, Florida 32204, hereby requests sealed bids for ITB No. 25-003 SAFE ROUTES TO SCHOOL (SRTS) NEAR ANDREW ROBINSON ELEMENTARY SCHOOL - SIDEWALKS CONSTRUCTION PROJECT a Local Agency Program (LAP) project herein after referred to as (the "ITB" or the "Bid"). The purpose of this Invitation to Bid (ITB) is to solicit competitive bids from qualified contractors to provide all applicable construction services to fill in sidewalk gaps, curb ramps, signing and pavement markings as part of the Safe Route to School (SRTS) project near Andrew Robinson Elementary School, according to Florida Department of Transportation (FDOT) standards and specifications within the Right of Way (ROW) of City of Jacksonville (COJ) as further detailed in the specifications identified in this solicitation under Section III, Specifications & Special Conditions (Scope of Work). Sealed Bids will be received by the Jacksonville Transportation Authority (the "Authority" or the "JTA"), until the above-stated Submittal closing/opening dates and times on the eProcurement Portal. A complete examination and understanding of information contained in the Solicitation is necessary in order for the Bidder to properly submit a Bid. The Solicitation also includes a detailed set of Instructions to Bidders. All Bids shall be prepared in accordance with the Instructions to Bidders. The failure to comply with any requirement contained in the Solicitation may result in the rejection of the Bid as non-responsive or a finding that the Bidder is not qualified. Proposals must be uploaded to the eProcurement Portal by the date and time identified in this solicitation. We strongly recommend that you give yourself sufficient time and at least ONE (1) day before Closing Time to begin the uploading process and to finalize your submission. Late proposals will not be accepted and the eProcurement Portal will not accept submissions past the date and time of closing/opening. 1.1. Disadvantaged Business Enterprise (DBE) All Bidders are hereby notified that there is NO DBE Goal established for the Contract. DBE requirements of 49 CFR Part 26 do apply to this solicitation. Bidders are encouraged to make every attempt to obtain participation of certified DBEs and other small businesses in the completion of the Contract (race neutral). It is the policy of the Authority to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this Contract. The Authority encourages participation by all firms qualifying under this Solicitation, regardless of business size or ownership. For Projects with funding from FDOT, the DBE goal is currently 10.54%, race neutral, and will change when changed by FDOT. This resulting contract, if any, will be subject to contract compliance payment tracking, and the prime contractor and any DBE subcontractors shall provide any noted and/or requested contract compliance-related payment data electronically in the B2GNow Contract Compliance Program System. The prime contractor and all DBE subcontractors are responsible for responding by any noted response audit date or due date to any instructions or request for information, and to check the B2GNow Contract Compliance Program System on a regular basis. The prime contractor is responsible for ensuring all DBE subcontractors have completed all requested items and that their contact information is up-to-date. Access information related to contractor access of the system will be provided to a designated point of contact with each contractor upon award of the contract. The B2GNow Contract Compliance Program System is web-based and Contract Compliance Reporting - Vendor Training and can be accessed at the website. All Bidders are hereby notified that in addition to entering contract compliance data into the B2Gnow Contract Compliance Program System. Bidders must enter contract compliance data into the FDOT EOC system. Review in detail the FDOT DBE Bid Package Information - FDOT Form #275-030-11 provided in Section VII - Required Forms and Certifications. 1.2. Bonds & Insurance Bid Security in the amount of five percent (5%) of the total Bid price is required and must be submitted with firms bid. The Contract, if awarded, shall require a Performance Bond and Payment Bond. Specific bonding and Insurance requirements are set forth in the Solicitation package. Insurance shall be written by an insurer who holds a current Certificate of Authority pursuant to Chapter 624, Florida Statutes, and who has a most recently published rating by A.M. Best & Company of "A-" or better. 1.3. Type of Procurement Construction 1.4. Contract Type Firm -Fixed Price or Rate 1.5. Contract Term The Contract shall commence upon the Authority's issuance of a Notice to Proceed (NTP) and shall reach Substantial completion within 150 days. Final completion shall be achieved within 30 days of Substantial completion. 1.6. Basis of Award The JTA will make the Contract award, if any, to the responsive and responsible Bidder who's Bid, conforming to all the material terms and conditions of the solicitation documents, is the lowest in price in accordance with its Procurement Rule 002, which is incorporated herein by reference. Possesses the management, financial, technical, and appropriate capabilities necessary to fulfill the requirements of the Contract and be most advantageous to the Authority, price and other factors considered. The JTA reserves the right to waive any irregularity in any Bid, to request clarification of any Bid, to request additional information from any Bidder, to reject any or all Bids, in whole or in part, and to re-advertise, cancel, or postpone the Solicitation, at any time, with or without cause, without liability to any Bidder. The JTA also reserves the right to take into consideration the Bidder's qualifications and past performance with the JTA or any other entity in determining if the Bidder is responsible and qualified. If the lowest Bidder cannot meet the terms of the contract, the JTA reserves the right to enter into a contract with the second or third lowest Bidder respectively. Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that JTA may not request documentation of or consider a Bidder's social, political, or ideological interests when determining if the Bidder is a responsible Bidder, and JTA may not give any preference to any Bidder based on that vendor's social, political, or ideological interests. 1.7. Minimum Requirements Failure to demonstrate compliance shall result in being deemed non-responsible. A copy of all documentation must be provided in firms Bid proposal verifying compliance: 1. Bidders must be in good standing and authorized to transact business in the State of Florida. This shall be verified by being listed as active in Sunbiz.org database. 2. Bidders must not be listed in the Federal System for Award Management (SAMs) as an excluded party. 3. Bidder must have all necessary licenses, registrations, or certifications that are required for all Bidders whose businesses and professions are regulated by the Florida Department of Business and Professional Regulations that are required to perform the work; must be active and current at the time of the Bid submission: General Contractor's license is required and shall be of the General Contract type defined in Section 489.105(3)(a), Florida Statutes. License will be verified. 4. Bidder must provide documentation of its own and/or its subcontractors prequalification in the following FDOT work classes and be in good standing with FDOT: Roadway Signing Pavement Marking Sidewalk Curb 5. Bidder must provide have completed at least three (3) projects of similar size, scope and complexity within the last five (5) years. Bidder must provide documentation of this experience by completing the Past Experience/Performance Reference Forms included in the Section VII - Required Forms and Certifications. Form can be duplicated. Pre-Qualification - On Jacksonville Transportation Authority roadway contracts greater than $250,000, Bidders or other Contractors who may otherwise become eligible to receive the award must be pre-qualified by the Florida Department of Transportation for the work contemplated. Any bid for the performance of any construction contract in excess of $250,000 submitted by a contractor not certified by the Department of Transportation as qualified shall be declared "IRREGULAR" and will be rejected. The JTA does not have state or local hiring preferences for this solicitation. Competition is not limited to domestically owned companies. We encourage foreign owned companies to participate in this solicitation. 1.8. Wage Rates for Federal-Aid Projects The U.S. Department of Labor (USDOL) Wage Rates applicable to this contract are listed in Wage Rate Decision Number FL20240246 as modified up through ten (10) days prior to Bid Price Proposal Opening. When multiple wage tables are assigned to a Contract, general guidance of their use and examples of construction applicability is available on the Department's website. Contact the Department's Wage Rate Coordinator before bidding if there are still questions concerning the applicability of multiple wage tables. The awarded contractor shall comply with all applicable Required Clauses for FTA-Assisted Contracts as further described in Section VI. 1.9. Questions and Answers All questions or concerns regarding this solicitation must be submitted on the eProcurement Portal prior to 12:00 pm (ET) on Friday, November 22, 2024. You will not be able to send messages after this time. Late questions may be answered at the sole discretion of the Authority. All responses to questions will be uploaded to the Portal and issued in an Addendum, on Wednesday, November 27, 2024. Please contact the Procurement Department at procurement@jtafla.com regarding any questions or concerns prior to the questions deadline. 1.10. Cone of Silence From the date of the initial publication of this Solicitation until the contract is awarded and the protest period has expired, all communication relating to this Solicitation, with the exception of Office of Small Business & Community Impact Disadvantaged Business Enterprise (DBE) related questions, shall be sent to the following JTA email address: Carolyn Pride Procurement Manager cmpride@jtafla.com All DBE questions shall be addressed to Office of Small Business & Community Impact, Ken Middleton at DBE1@jtafla.com or 904-598-8728. This includes questions related to certification or assistance with finding certified DBE's to partner with. All other communication to the JTA or any JTA employee, supplier, or Board Member regarding this Bid is prohibited, unless made in accordance with JTA's Bid and Award Protest Rule. The JTA Board of Directors has established a zero-tolerance policy and the JTA will disqualify any Bidder who makes or causes to be made, directly or indirectly, any improper communication. Nothing contained in this paragraph prohibits JTA personnel from initiating contact with a Bidder and subsequent communication related thereto for the purpose of obtaining additional information that is relevant to the Bid. Bidders are hereby notified that the JTA is subject to the Florida Public Records Law and the Government in the Sunshine Act, as set forth in Florida Statutes Chapters 119 and 286; as such, most communications to the JTA are subject to public disclosure, and the selection meeting(s), if any, will be open to the public.
