Mountain Village Geothermal Energy Network Pre-Feasibility Study PURPOSE: The Town of Mountain Village has a goal of carbon neutrality by 2050. Through this project, we seek to engage a qualified contractor to perform a pre-feasibility study of two locations to determine if a thermal energy network is feasible for heating and cooling, greenhouse emissions reductions, and the potential for it to be a cost-effective alternative to the existing electrical and natural gas systems. If feasible, geothermal is an opportunity to reduce greenhouse gas emissions, specifically from buildings and snowmelt systems. SCOPE OF WORK: The Town of Mountain Village is seeking a qualified organization to complete a pre-feasibility study of two locations for potential thermal energy networks before the end of 2024. The Town is seeking a completed study prior to 2025 in order to use the findings to apply for the next phase of a final feasibility study if the pre-feasibility study finds one or both of the locations favorable for geothermal. The study must meet the pre-feasibility criteria specified within the Colorado Energy Office's (CEO) Geothermal Energy Grant Program (see Attachment A). Kickoff meeting Site conditions overview o Assessment of geological areas o An extended hydrogeological review of well water and other drilling operations near each site o Review of available seismic data that evaluates subsurface geology o Evaluate other relevant site conditions On site field review with Town of Mountain Village and other stakeholders Analysis of buildings, snowmelt, thermal system characteristics o High level review of potential thermal management device opportunities including wastewater, groundwater, and solar thermal o Assess potential network connections buildings and snowmelt per site o Evaluate potential system connections, also considering future expansion (noninvasive) o Estimate the magnitude of the connected system load for a project baseline o Assess other relevant buildings and thermal system characteristics Assessment of potential drill sites o Evaluate the vertical and horizontal aptness of each site o Assess environmental impacts and quantify potential energy and GHG savings Report: o Summary of findings o Recommendations specific to each location o List of potential drill sites in order of priority/suitability o Initial project cost estimate o Per the CEO criteria, the study must include a site conditions overview, land use patterns, and an analysis of buildings and thermal system. These must be included within the study and summarized in the report of findings and recommendations. Budget The budget available for this project is up to forty dollars ($40,000.00). The project is expected to be completed by December 27, 2024. If you have concerns about meeting this timeline, please address this in your proposal. This deadline is to allow the Town to apply to the Colorado Energy Office's Geothermal Grant Program for funding of a final feasibility study. Term of project: Date of award thru December 27, 2024. The Town reserves the right to reject any or all proposals and accepts no responsibility for the cost of proposal preparation. The Town also reserves the right to waive any minor bid irregularities and to make the award in the best interest of the Town. The method of Contractor Selection has not been Determined at this time.
