Consulting and engineering services to develop and write a grant proposal to FEMA's Building Resilient Infrastructure and Communities (BRIC) program which will support the seismic retrofitting of SLCC's South City Campus Main Building, mitigating a potentially hazardous situation, preserving life, and enhancing disaster recovery. SLCC's South City Campus, located at 1575 S. State Street, Salt Lake City, 84115, is the old South High School, consisting of the original 1929 building, the 1961 north addition and the 2013 addition of the Center for Arts & Media, and the SLC Innovations High School. SLCC took ownership of the building in 1988. In June 2023, a Seismic Evaluation ASCE 41-17 Tier 2 study was completed. Both the original 1929 building and the 1961 north addition have seismic deficiencies that must be addressed. SLCC BRIC project will fund will be used to retrofit this building to structurally improve the performance level to "Limited Safety" halfway between life safety and collapse prevention if a signification seismic event were to occur. SLCC is applying for FEMA BRIC funding to assist with the retrofit. This requires extensive engineering, economic, historic, and environmental interpretation as well as following FEMA guidelines. The Vendor will develop and deliver: o Narrative Development and Grant Application o The development of the grant narrative and application will be driven by federal and state timelines outlined in FEMA's Notice of Funding Opportunity (NOFO) and the State of Utah's Notice of Interest (NOI). The narrative will be organized to meet BRIC guidelines and required scoring criteria, meeting qualitative and technical criteria o Interpret FEMA statutes and regulations as pertaining to the BRIC proposal requirements that lead to successful funding for SLCC o Seismic Modeling and Evaluation o Benefit-Cost Analysis (BCA). The SLCC BRIC Application Project shall result in successful BRIC grant funding supporting a retrofit to seismically upgrade the South City Campus Main Building. The SLCC Comprehensive Masterplan relies on the South City Campus location to continue to support the Arts and Media programs for the College. The proposed seismic upgrade will allow this campus specific mission to safely continue. If this location were to be discontinued SLCC would need to replace the space with new buildings on this or another campus, requiring a significant financial investment. SLCC's values include trust and integrity. We need these resources to ensure that SLCC does not violate the community's trust with horrendous outcomes in the event of building collapse or loss of life after a seismic event. Integrity means that we do the right thing for the right reason, and since these seismic deficiencies have been identified, we are making every effort to address them. Project Budget: $130,000 Submittal dates for the required references, management plans, statements of qualifications, and interviews will be based on the Project Schedule included at the end of this Solicitation. Salt Lake Community College reserves the right to reject any or all submittals or to waive any formality or technicality in any submittal in the interest of the State. The method of Contractor Selection has not been Determined at this time.
