The City of Derby acting through its Sterling Opera House Commission (the "City") is seeking proposals to create a comprehensive plan (the "Comprehensive Plan") to investigate and document the current status of the Sterling Opera House, located at 112 Elizabeth Street, Derby, Connecticut (the "Sterling Opera House"). The Comprehensive Plan should determine and recommend future renovations and improvements to the Sterling Opera House structure, roof, auditorium, stage, production areas, public areas and the facility. The City requests the proposal (the "RFP") to address all mechanical, electrical and structural components of the Sterling Opera House. It is the City's goal to restore the Sterling Opera House to its 1889 appearance, if feasible, in full compliance with existing state and local requirements. 2. Scope of Work: A comprehensive assessment of current operational requirements of and necessary capital improvements to the Sterling Opera House (the "Capital Improvements"), including without limitation the following: Review and evaluation of existing systems and conditions including architectural, mechanical, electrical and emergency. Identify current conditions, any existing deficiencies and expected life expectancy of all systems. Review and identification of structural and theatrical engineering components and detailed mechanical/ electrical engineering systems and any deficiencies related thereto. Review and identify the impact of current life safety code requirements. Review and update all current architectural drawings and engineering documents and identify any deficiencies related thereto. Review current and future activities to determine additional needs. Provide a summary report, including a feasibility study and preliminary budget for subsequent phases of planning, construction, renovations and historic restoration. Provide detailed proposal for said Capital Improvements along with a phased plan detailing how best to achieve completion of the Capital Improvements. Questions - Questions and clarifications about this RFP must be submitted in writing to Linda Fusco at lfusco@derbyct.gov, no later than Monday, December 23, 2024 at 4:00 p.m. (the "Questions Deadline"). Answers to questions will be disseminated to all prospective applicants who have indicated to the City an interest in responding to this RFP. Answers to Questions by: Wednesday, January 8, 2025 Notice of Proposed Award: Thursday, February 13, 2025 The City reserves the right to reject any or all proposals, to waive any defect or informality in a proposal or in the RFP process, or to terminate the RFP process at any time, if deemed to be in the City's best interest. In addition, the City expressly reserves the following rights. a. Not to award a contract pursuant to this RFP. b. To retain all proposals submitted and not permit withdrawal for a period of 90 days subsequent to the Proposal Deadline without the City's written consent. c. To negotiate the price proposed by all proposers. If negotiations are not, in the opinion of City, successfully concluded within a reasonable timeframe, as determined by the City, the City reserves the right to suspend negotiations. d. To reject and not consider any proposal that does not meet the requirements of this RFP, including, without limitation, incomplete proposals and/or proposals offering alternate or non-requested services and proposals that are deemed non-responsive. e. Prior to award, to revise, change, alter or amend any of the instructions, terms, conditions and/or specifications of this RFP or any exhibits or attachments to this RFP. Applicants are responsible for any posted addenda to this RFP. Addenda that are issued before the Proposal Deadline will be binding upon all prospective Applicants. f. In the case of rejection of all proposals, the City reserves the right to advertise for new proposals or to proceed otherwise. g. To cancel the award of any proposal at any time before the execution of the contract documents by the City. h. The selected applicant will be required to enter into a contract with the City upon such terms as are acceptable to the City in its sole discretion. The method of Contractor Selection has not been Determined at this time.
