This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services and FAR Part 13 - Simplified Acquisition Procedures. This announcement, and its attachments, constitutes the only solicitation; quotations are requested, and a written solicitation will not be issued. The Solicitation Number is 28321325QR0900002 and is issued as a Request for Quote (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2024-07, effective August 29, 2024. The North American Industry Classification System (NAICS) code is 561730, Landscaping Services. This is 100% small business set-aside acquisition action. All responsible small business contractors with experience under this NAICS code may submit a quotation. You are invited to submit a quotation in accordance with the requirements of this Request for Quote (RFQ) 28321325QR0900002 to provide Grounds Maintenance and Pest Control Services at the Social Security Administration, Frank Hagel Federal Building, at 1221 Nevin Avenue, Richmond, California 94801. The purpose of this competitive solicitation is to seek contractors that can provide services in accordance with the RFQ and Statement of Work (SOW). A site visit is scheduled on December 5, 2024, at 10:00 AM PT. We strongly encourage all offerors to inspect the site where services are to be performed to satisfy themselves regarding the general and local conditions that may affect the cost of contract performance. Section E-15 provides detailed information on the site visit. Solicitation Questions and Inquiries must be submitted by 5:00 PM PT on December 6, 2024. (See Section E-15 for more information.) The government will make every attempt to answer questions which will not automatically result in the extension of the quotation due date. All questions and their respective answers may be made available to all prospective contractors in the form of solicitation amendments. Section E-5 provides detailed instructions on submitting your quotation. You are encouraged to read the entire solicitation package before proceeding with the preparation of your quotation.Please be advised that contractors selected for award will be required to complete forms for Security/Suitability Background checks as outlined in the Request for Quote. Additional information is contained in Section C-13 2352.204-1 Security and Suitability Requirements. The manner in which the quotes will be evaluated is set forth in Section E-6 of the solicitation. Please read these addendums carefully and be sure that all requested information is included with your submission. Evaluators will neither make assumptions nor draw inferences regarding missing or incomplete data. The result of missing or incomplete data could result in the elimination of your quotation from further consideration. This RFQ does not commit the Government to pay any costs for the preparation and submission of a quotation. The Contracting Officer is the only individual who can legally commit the government to the expenditure of public funds in connection with this proposed procurement.
