The successful bidder is to provide labor, materials, and equipment to vacuum, pot-hole earth, jet process lines and high pressure water wash as needed at the Dallman Generating Facilities for a three-year period beginning March 1, 2025. The services will cover annual Dallman Unit 4 scheduled outages, cleaning and high pressure water washing as well as all other cleaning and water washing throughout the term of the contract. Bidders not familiar with the full project scope, site conditions and equipment are encouraged to take a tour of the facilities. This can be arranged any time prior the bid due date. Generating Facilities Cleaning Services - 3 years Located at: DALLMAN POWER STATION 3100 Stevenson Drive Springfield, IL 62703-4462 The Dallman Unit 4 Outage boiler cleaning will typically begin at 7 am on Monday following a Friday shutdown and the air preheater High Pressure wash will begin no later than the following Thursday. Historically, the air preheaters have taken 1.5 days or three twelve hour shifts to clean. Unless otherwise directed, this scope of work shall be performed with two 12 hour shifts, 7 days per week at the discretion of the Project Manager. Unit 4 SCR has historically taken four 8 hour shifts to complete. There are three layers to the SCR for catalyst bundles in the upper two. All beams and walls are to be scraped, then area vacuumed clean. The catalyst will be cleaned by blowing compressed air through the media. After this is complete the screens will be placed back over the media and area inspected before moving equipment to the next lower level. At the bottom level a tarp will be placed as a moister break between the catalyst and on-going air preheater wash. This tarp will have to be vacuumed along with the beams below while the air preheater wash is taking place to allow any ash that falls below to be washed out during airheater cleaning. Unit 4 Absorber cleaning has historically taken four 12 hour shifts to complete using two firehoses. The material will be washed out a door located on the south and washed into a sump area for CWLP to dispose of. This contract shall be in effect until February 29, 2028. Bid security in the form of a certified check or cashier's check payable to the City of Springfield, or a satisfactory bid bond, in the amount of Five Percent (5%) of the total bid must be included in the bid submittal.
