Site work for a civil project in Anchorage, Alaska. Conceptual plans call for site work for a bridge / tunnel; and water / sewer project.

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to repair, replace, or rehabilitate existing hydraulic structures and features needed to convey surface waters through DOT&PF infrastructure. The proposed project would: o Replace a collapsed culvert at the intersection of Old Dairy Road, Yandukin, and Airport Boulevard o Replace the damaged/abandoned culverts beneath Glacier Highway between Radcliffe Road and Alder Court o Refurbish and reconstruct ditches and storm drains on Glacier Highway around Radcliffe Road and Alder Court o Adjust the slope of ditches on both sides of Glacier Highway to better connect with existing drainage This project would be expected to interact with a 0.2% chance flood zone near the intersection of Radcliffe and Glacier Highway. Encroachment would be expected to occur within the flood zone both in the form of ditch rehabilitation and for part of the excavation of the Glacier Highway culvert. Construction is projected to begin in spring 2026. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by FHWA and DOT&PF. Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, essential fish habitat, invasive plants, and cultural or historic properties.
