The City of Richmond's (the "City") Department of Public Utilities ("DPU") operates five utilities including natural gas, water, wastewater, stormwater, and electric street lighting. DPU serves more than 500,000 residential and commercial customers in the Richmond and surrounding metropolitan region. The scope of work to be performed under this solicitation’s resultant contract includes the maintenance, calibration, repair of instrumentation and controls, and SCADA integration/programming located at the City’s Wastewater Treatment Plant and Water Treatment Plant and remote facilities as directed and authorized by the Department of Public Utilities (DPU) on an “if and when needed” basis. Multiple location(Delivery F.O.B: City of Richmond Water Treatment Plant - 3920 Douglasdale Road, Richmond, VA 23221; City of Richmond Wastewater Treatment Plant - 1400 Brander Street, Richmond, VA 23224- 2399; Other DPU Facilities DPU operates the Water Works in compliance with an operating permit from the Virginia Department of Health. The Water Works consists of a conventional surface Water Treatment Plant rated for 132 MGD and a Water Transmission and Distribution System serving retail customers in the City of Richmond and providing wholesale water to Henrico, Chesterfield, and Hanover Counties. Also, DPU operates the Wastewater Treatment Works in compliance with the Virginia Pollutant Discharge Elimination System Permit number VA0063177 and the State Water Control Board Enforcement Action Special Order by Consent issued to the City. The Treatment Works consists of a sanitary sewer and combined sewer collection system, in-line and off-line retention facilities, sanitary and combined sewage pumping stations, and a large wastewater treatment plant discharging treated effluent to the James River (45 MGD dry weather flow and 75 MGD wet weather flow) and land applying Class B biosolids through a third party vendor. The City of Richmond requires that their current Supervisory Control and Data Acquisition (SCADA) and Instrumentation and Control (I&C) SCADA and I&C systems work properly to meet regulatory requirements for the Water Treatment Plant and Wastewater Treatment Plant. Therefore, the City of Richmond is accepting bids for the SCADA, Instrumentation and Control (I&C) System Maintenance and Repair Contract to be utilized for Water Works, Wastewater Treatment Works, and others as required. Question Deadline 12/17/2024 at 4:00 PM ET This Contract shall commence on the Commencement Date set forth in the Goods and Services Contract and shall expire two (2) year later, unless terminated earlier in accordance with the provisions of this Contract The City of Richmond also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City of Richmond to be in its best interest. The City also reserves the right to award in whole or in part; to one vendor or multiple vendors, whichever is deemed to be most advantageous and in the best interest of the City. These services are to be supplied on an "if and when needed" basis in accordance with requirements specified herein and based on prices submitted on this IFB.
