The Contractor shall provide all landscape and turf maintenance services, to include installing requested landscape plants/materials, in order to keep all landscape areas maintained in a superior condition. It is the intention of the City to receive the highest quality of services, to provide attractive and colorful landscapes that enhance the well-being of its residents and visitors. All work shall be performed in a skillful manner, using quality equipment and materials according to the Specifications listed. Contractor shall furnish/provide all equipment, tools, transportation, labor, supervision, permits, insurance, industry certifications, traffic control, signage, personal protective equipment (PPE) for each worker, and other incidentals necessary to complete various landscaping tasks assigned during the contract term(s). Contractor shall supply no less than 80% of the services rendered (leaving only 20% of the services for sub-contracting), unless approved in writing by the City. If at any time during the contract term(s) the Contractor fails to provide an 80% level of service without approval from the City, the City reserves the right to terminate the contract. Upon notification of an emergency, the Contractor shall be able to respond to emergencies the same day. If the Contractor is not able to respond to emergencies on the same day, the City reserves the right to obtain emergency services from other Contractors. Traffic control will be needed for each site within, or adjacent to, public right of ways (to include sidewalks adjacent to sites). The successful Contractor shall research the requirements for traffic control at each site and provide accordingly. Please note that any right of way/roadway where the speed limit is 45 mph or greater requires that a Truck Mounted Attenuator (TMA) or crash cushion truck be used for any vehicle parked or stopped in the roadway providing any needed service(s). Question Submission Deadline December 10, 2024, 3:00pm The work shall include providing all Right of Way permit(s) from the Development Services Permits Office, A Virginia Department of Agriculture and Consumer Services (VDACS) Pesticide Business License and any VDACS Fertilizer and Lime Applicator's license. Contractor shall employ a Commercial Pesticide Applicator with categories 3A & 3B minimally and a VDACS Certified fertilizer applicator (or one that is sub-contracted). Additionally, Contractor shall provide any other green industry permits/licenses required to provide specified services at all properties shown in the included sites maps. Aerial maps for each site define the project limits. The purpose of this Request for Proposals (RFP) is to solicit proposals to furnish/provide annual landscape & turf maintenance services for various sites located throughout the City. The City reserves the right to remove or add sites and/or services during the contract period(s).
