The City of Farmers Branch has adopted ordinances establishing uniform requirements for users of the city's public sewers and enables the city to comply with its contract with the Trinity River Authority to capture and dispose of fats, oils, and grease. The City desires to prevent the introduction of fats, oils, and grease into the publicly owned treatment works that will interfere with its operation and prevent sanitary sewer overflows. The City has established a permitting process for the installation or operation of a grease trap or grit/sand trap. Per the adopted ordinance, grease trap inspections will typically be conducted on a yearly basis or more frequently for compliance. Once per year, a complete physical inspection shall be required to be conducted of the grease trap with photos provided. The inspection will also require a review of the transporter manifest records. The City desires to contract the inspection service. The City will execute a contract with a vendor to inspect all commercial grease traps in the Farmers Branch. The contract will require the service provider to perform Sludge Judge testing to determine if the permittee is complying with the City's FOG ordinance, which requires no more than 25% of the wetted height of the grease trap or grease interceptor, measured from the bottom of the device to the invert of the outlet pipe, contains floating materials, sediment, oils, or grease. It will also require the service provider to make a basic visual assessment of the condition of the grease trap and rate the infrastructure as good, fair or poor. The selected service provider must be able to schedule inspections, perform inspections, and review maintenance records and transporter manifests to meet the contract requirements. The service provider will work as a City contractor, therefore the personnel performing the testing and document review will be expected to interact with Farmers Branch businesses in a professional manner as well as perform the testing and document review competently. The contract will be a unit price bid. The deadline to ask questions is 12/09/2024 8:00 AM CST Each bid must be accompanied by cashier's or certified check of the bidder, or a bid bond duly executed by the bidder as principal and having a surety thereon, a surety company approved by the City (refer to Section #6. Notice to Bidders), in the amount of five percent (5%) of the bid. Such cash, checks or bid bonds will be returned promptly after the City and the accepted bidder have executed the Contract or, if no award has been made within ninety (90) days after the date of the opening of bids, upon demand of the bidder at any time thereafter, so long as the bidder has not been notified of the acceptance of its bid. In accordance with Chapter 2253 of the Texas Government Code, a performance bond in the amount of not less than one-hundred percent (100%) of the Contract Price conditioned upon the faithful performance of the Contract, and upon payment of all persons supplying labor or furnishing materials, for projects with a bid amount in excess of twenty-five thousand dollars ($25,000.00), will be required upon the forms which are a part of the Contract documents. In accordance with Chapter 2253 of the Texas Government Code, payment bonds in the amount of not less than one-hundred percent (100%) of the Contract Price conditioned upon the faithful performance of the Contract, and upon payment of all persons supplying labor or furnishing materials, for projects with a bid amount in excess of twenty-five thousand dollars ($25,000.00), will be required upon the forms which are a part of the Contract documents. The Contractor, upon execution of the Contract and before beginning work, shall furnish to the City a proper Maintenance Bond in the amount of one hundred (100%) percent of the contract amount written by an approved surety company covering the guarantee and maintenance prescribed above. The period of the Maintenance Bond shall be one (1) year from the date of final acceptance of all work done under the Contract, to cover the guarantee as set forth in the Special Conditions. The City may consider, at City's option, any bid not prepared and submitted in accordance with the provision hereof as an informal bid. The City may waive any informality or reject any and all bids. Any bid may be withdrawn in writing prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within Ninety (90) calendar days after the actual date of the opening thereof
