South San Francisco Unified School District ("District") is seeking proposals from qualified persons, firms, partnerships, corporations, associations, or professional organizations to provide Preliminary (Preconstruction) Services and Construction Services for the EL CAMINO HIGH SCHOOL CENTRAL KITCHEN AND CAFETERIA project ("Project"), under the District's Measure T Bond Program, in accordance with the lease-leaseback structure set forth in Education Code section 17406 et seq. Any SOQ that is submitted after this time shall be deemed non-responsive and returned to the bidder. Each respondent is solely responsible for the timely submission of its SOQ. The District is not responsible for any technological issues in a respondent's ability to timely submit its SOQ or portion thereof. Respondents to this RFQ/P must be prequalified through PQ Bids, prior to submitting a completed SOQ. Questions regarding this RFQ/P may be directed to Calvin Wong at clwong@ssfusd.org and must be submitted in writing on or by 5:00 PM, Thursday, December 19, 2024. If the District issues addenda to this RFQ/P, Respondents are solely responsible for and must acknowledge receipt of addenda in their response. Failure to acknowledge and respond to any addenda issued by the District may, in the District's sole discretion, render the Developer's Response to be deemed non-responsive and may be rejected. Respondents that intend to submit a response must hold a Class B Contractors License that is current, valid, and in good standing with the California Contractor's State License Board and must prequalify through the PQ Bids prequalification process. A selected Respondent will be required to comply with the prevailing wage requirements, the skilled and trained workforce requirements, and the District's bonding and insurance requirements. A selected Respondent shall be required to work cooperatively with District staff, the Governing Board, all other technical consultants, the architect, the project inspector, and any program and/or construction manager, if any, retained by the District for the project, citizens' oversight committee, other District committees, and the community at large to deliver a timely and professional completion of the project. Respondents will NOT be providing a final Guaranteed Maximum Price ("GMP") to construct the Project with their proposal. Respondent will perform Preliminary (Preconstruction) Services (refer to Section of the Facilities Lease) and later finalize a Guaranteed Maximum Price pursuant to the process in the Contract (including the required Subcontractor Procurement Process in the Facilities Lease in the Contract ("Subcontractor Procurement Process")) included in Section 10 of the Site Lease & Facilities Lease Form of Agreement. If the District accepts the GMP Form and Other Costs, the parties will later enter into the Contract. After the Agreement is awarded and DSA approves the plans and specifications, the selected Respondent will be required to provide a GMP for the Project. As part of the District review of the GMP, the District will expect to have access to all subcontractor bids, contingency breakdown and tracking documents, general conditions breakdown and tracking documents, and Respondent's fees. The GMP shall include all of Respondent's cost for labor, materials, equipment, overhead and profit, general conditions, contractor/developer contingency, and allowances, if any, but shall specifically exclude the amount of the District contingency. In the event the selected Respondent realizes a savings on any aspect of the Project, such savings shall be added to the District contingency and expended consistent with the District contingency. In addition, any portion of the contractor/developer contingency and/or allowance remaining after completion of the Project shall be added to the District contingency. The Facilities Lease included in the Site Lease & Facilities Lease Form of Agreement, will be amended to include the agreed upon Guaranteed Maximum Price, if the District proceeds with the construction phase of the Project. Last day for District to issue addenda to answer questions/clarifications Thursday, February 13, 2025 Board Meeting for LLB Preliminary Construction Services (board agenda items due February 7, 2025) Friday, April 25, 2025 Issue Notice to Proceed. Monday, June 2, 2025 Construction Start Each SOQ submittal must conform and be responsive to the requirements set forth in this RFQ/P. The District reserves the right to waive any informalities or irregularities in the RFQ/P. The District also reserves the right to reject any and all SOQ's and to negotiate contract terms with one or more Respondents. The District retains the sole discretion to determine issues of compliance and to determine whether a respondent is responsive, responsible, and qualified. The District hereby notifies all Respondents that it will affirmatively insure that, in any contract entered into pursuant to this advertisement, no respondent will be discriminated against on the grounds of race, religious creed, color, national origin, ancestry, physical disability, mental disability, reproductive health decision making, medical condition, genetic information, marital status, sex, gender, gender identity, gender expression, age, sexual orientation, or veteran or military status on consideration for the award.
