Renovation of an educational facility in Westbrook, Connecticut. Conceptual plans call for the renovation of a educational facility.
The Westbrook Board of Education intends to introduce air conditioning to the first floor of the Westbrook Middle School. In 2018 a VRF system was installed on the second floor because of extreme heat conditions during some portions of the school year. This scope of work for this phase of the project is focused solely on the first floor and should include the development of plans and specifications for construction bidding purposes. Qualified professional engineering firms should be experienced in similar projects and capable of providing complete design services, primarily electrical and mechanical engineering, including the development of bid documents, (plans and specifications). In addition, periodic reviews of project progress will be required to ensure compliance with project plans and assisting the project manager in contractor review and related administrative requirements. The following list comprises the minimum responsibilities of the Design Professional: 1. Identify and confirm project objectives with the Building Committee. 2. Provide general project-related advice. 3. Provide bid-phase services, such as responding to questions submitted by prospective bidders by preparing formal written addendums that will be issued to all bidders and review bid submissions and provide an evaluation to the Building Committee. 4. Identify matters critical to project progress, schedule and budget or of urgent need and report these promptly to the Project Manager. 5. Work with the project manager to ensure compliance with projective objectives 6. Assist the project manager at key meetings and, as needed, submitting agenda items 7. Provide quality assurance/quality control procedures, assisting in evaluating contractor payment requests/invoices, providing monthly reporting, and facilitating issue resolution. 8. Provide oversight and assist in the securing of jurisdictional approvals and permits from any federal, state and local authorities having jurisdiction over the Project. 9. Provide oversight of the State plan review process prior to bidding as required per OSCG&R 10. Participate in regularly scheduled on-site construction meetings and distribute meeting notes. Perform site visits to inspect progress and quality of work. 11. Review Change Orders and related Project Change Order Directives from the Contractor. 12. Assist Town Building Department and local Fire Marshal with outside plan review to ensure compliance with Connecticut State Building Code. This may include review of shop drawings and answering questions from contractors on the Town's behalf. 13. The project engineer will develop the punch list for project closeout, must ensure that all punch list items are completed. 14. The design professional will ensure that all warranty work has been done. 15. The awarded contractor is expected to be present for some or all of the meetings which may need to be conducted with user groups, either at the site, or elsewhere (unlimited). The scope of professional services, design documents shall address and specify the following items: o Air conditioning systems for classrooms (First Floor only) approximately 15 classrooms, exact count will be determined prior to the mandatory walk through. o Line voltage connections related to the proposed AC equipment (the existing electrical services shall be adequate based on information contained within the feasibility report prepared by others). o Integration of VRF controls into schools existing the DDC/BMS controls. o Related plumbing / condensate system piping required. o Miscellaneous architectural upgrades / repairs required for routing and concealment or proposed mechanical and electrical components related to this project. Scope of professional services must include the following services: o Design Phases: o Coordination with your office. o Required field work during the design phase of the project. o 90% Review Submission of Contract Documents. o Final Contract Documents (Bid Set). o Identify any (if any) rebates or incentive programs and provide any technical support required for application(s). o Provide signed and sealed drawings and technical specifications suitable for permit and construction purposes. o Bidding Assistance: The bidding phase shall include the following tasks: o Attendance at pre-bid walk-thru. o Respond to contractor's questions (RFIs) and issue an addendum if applicable. o Review and vet the received bids, provide owner with recommendations. Construction Administration: The construction administration phase shall include the following tasks: o Attend pre-construction meeting. o Review Contractor's product data and shop drawing submittals. o Coordination with contractor / respond to questions (RFIs) to clarify designs. o Two (2) site observations / meetings during the construction. o Review of Contractor's payment requisitions. o Provide punch list site visit of final installation. o Review closeout documents including record drawings (as-builts) and O&M manuals provided by the Contractor. The minimum requirements for qualification are as follows: o A minimum of 2 Mechanical HVAC projects designed for municipalities within the last 5 years. o Design professional must be licensed to work in the State of Connecticut Acceptance or Rejection by the Town of Westbrook- Town of Westbrook reserves the right to accept and/or reject any or all proposals submitted for consideration to serve the best interests of the Town of Westbrook. Respondents whose proposals are not accepted will be notified in writing. ** RFP response Prospective contractor(s) shall provide the following in response to this RFP; 1. One-page background of firm or firms (project teams are eligible). The background should include a brief description of the contracting firm(s) capabilities and experience associated with the scope of work described above. 2. List individuals and background of employees responsible for this project management. 3. List a minimum of two (2) projects with similar project components. Provide details of the project. Indicate whether the project was; (1) on budget, (2) project completed on schedule. 4. Provide a minimum of three (3) customer references from similar projects. The method of Contractor Selection has not been Determined at this time.
