The City is working to address emerging contaminants in raw water sources, specifically PFAS related compounds. A master plan will evaluate existing facility process, equipment, and capacity in conjuction with new treatment technologies that meet EPA standards for potable and wastewater for PFAS. The Master Plan will be used to guide master planning of our water system. This study is funded through the South Carolina Drinking Water Revolving Fund (DWRF). The Master Plan will be used to guide master planning of our water system. This study is funded through the South Carolina Drinking Water Revolving Fund (DWRF). Submit any questions in writing to the individual below no later than 5:00 pm on Monday, January 6, 2025. Responses will be provided by Wednesday, January 8, 2024 at 5:00 pm. The respondent will be expected to complete a study and provide a report that evaluates raw water concentrations of PFAS, technologies capable of capturing them as well as methods for their disposal or distruction. The master plan will also evaluate system demands, condition assessment, treatment approach with consideration for sustainable PFAS removal, and cost projections for future improvements Team Experience and Qualifications (25 Points): Evaluation criteria will focus on the submittals clear identification of each firm. Experience with similar studies, history of completing studies in accordance with DWSR standards, complying with schedule requirements, and acceptable levels of quality. Must demonstrate technical competence and success in water treatment projects. The award of a contract shall be the sole discretion of the City. The award(s) shall be based on the evaluation of all information the City may request. The City reserves the right to accept or reject any or all qualifications in whole or in part and to waive any informalities in the RFQ. Further, the City reserves the right to enter into a contract deemed to be in its best interest. From the time the SOQ is first advertised to the time a contract is signed, all Offerors and contents of any qualification shall be kept confidential. It is the intention of the City to make every effort to be fair and equitable in its dealings with all candidates for selection. However, the City reserves the right to reject all Qualifications. The method of Contractor Selection has not been Determined at this time. Issuance of this Request for Qualifications does not commit the City of West Columbia to award a contract, to pay any costs incurred in preparation of a SOQ or to procure related services or supplies.
