Home Modification Background and Purpose The Contractor must acknowledge that it understands and agrees that the infrastructure goods it is providing or acquiring under this Agreement are supported with Federal funds subject to the Build America, Buy America Act (BABAA). See Section 70912, the Build America, Buy America Act, the "Infrastructure Investment and Jobs Act" (IIJA; P.L. 117-58). Under that provision, BABAA applies where Federal funding supports an infrastructure project as defined in Section 70912 of BABAA. BABAA requires all of the iron and steel, manufactured products, and construction materials used in the project to be produced in the United States ("Build America, Buy America Requirements") including iron and steel, manufactured products, and construction materials provided by the Contractor pursuant to this Agreement. Note: All responses to questions submitted, if any, shall only be posted on online. Place of Performance The home modification and work shall be performed at 435 Old Mill Road Millersville, Maryland 21108. The scope of work on this project includes but is not limited to: 1. At the door connecting the garage and the residence living area, install an automated door opener. Replace the existing hardware with ADA compliant lever type hardware. The automated door opener shall be Open Sesame Automatic Door Opener Kit with Open Sesame Keyless Entry Pad or equal. 2. Install two (2) 30 inches horizontal grab bars at the rear and side of the toilet in the 1st floor half bath. 3. Install a 1.72 W x 34" H pre-engineered steel handrail capable of supporting 350 lb. opposite the stair lift beside the existing wood star handrail. Install a 2 Steps (34" H x 1.72" W x 26.5" D) HOMLUX Lovmor Handrails for Outdoor Steps, Wrought Iron Railing, Porch, and Stair Railing Kit (Part number: RT-1-2R) 4. Demolish and remove the existing 350 Lb. Bruno manufactured curved stairlift system. Repair any abrasions to the existing wood stair handrails, risers, and threads affected by the removal of the existing stairlift system. 5. Install a new 400 Lb. Elite Curved Indoor Stairlift system, model No. CRE- 2110 Elite Curve as manufactured by BRUNO Independent Living Aids, Inc. The stairlift shall be equipped with handcrafted curved rails, larger power swivel seat, and power folding footrest. The BRUNO Elite curved stair lifts are powered by two 12V Batteries that charge when the stair is parked at the top or the bottom of the rail. The BRUNO Elite curved comes with a comprehensive Limited Lifetime Warranty: Lifetime warranty for major components, motor gearbox and rail. It also shall provide 2 years warranty on all components after the date of installation. 6. Install two (2) 24-inch vertical grab bars - one grab bar on the wall beside the stairlift on the 1st and 2nd floor 7. Remove the existing shower door in the 2nd floor bathroom and install recommended transfer shower bench with grab bar as recommended by the DORS Occupational Therapist (OT) 8. Install a 24" vertical grab bar on the wall beside the tub 26" above finished floor (AFF). 9. Install a Bradley Grab bar model 056 - 24" x 24" between the toilet and the vanity at second floor bathroom. 10. Refer to Appendix I - Select Existing Condition Pictures of the Home and Appendix II - Project Related Information and Cutsheets 11. Commission the new Elite Curve Stair Lift equipment and inspect all work meeting the provisions of the project specifications, approved chair lift shop drawings submitted by contractor and chairlift manufacturer and approved installer. Term of Contract A single (or Multiple) contract will be awarded to the Bidder that best meets the needs of the evaluation criteria. The anticipated term of the contract resulting from this solicitation shall begin on December 30, 2024 and terminate on December 30, 2025. The Bidder shall have documented experience provided renovations that meet the American Disabilities Act Accessibility Guidelines (ADAAG) and Division regulations as outlined in the detailed specifications, photos, and/or drawings. The Bidder shall provide evidence of possessing either State of Maryland General Contractor License or Maryland Home Improvement Commission (MHIC) license, as of the date of bid submission. If Bidder will be using subcontractors, a list of Subcontractors will need to be identified. Required Documentation: As proof of meeting this requirement, the Bidder shall provide with its Bid a copy of the HBR and/or MHIC license at the time of bid submission. An award will be made based on the most advantageous offer to the State of Maryland considering price after meeting the evaluation criteria found in this solicitation. Vendors must first meet all the mandatory requirements. An award will be made based on the lowest price. Bids will not be considered by vendors who do not meet all the mandatory requirements. Total Bid Price will be the lowest price total on Exhibit B - Bid Form. The total amount of federal funds allocated for the Division of Rehabilitation Services is $52,075,529 in Maryland State fiscal year 2025. This represents 76.1% of all funds budgeted for the unit in that fiscal year. This does not necessarily represent the amount of funding available for any particular grant, contract, or solicitation.
