Site work and outdoor lighting for a road / highway in West Milwaukee, Wisconsin. Completed plans call for site work for a road / highway; and for outdoor lighting for a road / highway.

For this project, the Village of West Milwaukee will ONLY be receiving and accepting bids for the 2025 Street Lighting Project The electronic bid form will be available for completion beginning Wednesday, December 11, 2024. All bidders must file a Pre-Qualification and Proof of Responsibility Form with the Village Engineer on or before 4:00 P.M. on December 13, 2024. The prime Contractor shall perform at least 30% of the original contract amount with their own staff. Affidavit of Non-Collusion. This project requires that an affidavit of non-collusion be incorporated as a part of the proposal requirements provided to each prospective bidder. Failure to complete the sworn statement will make the bid non-responsive and not eligible for award considerations. A required "Affidavit of Non-Collusion" is included in the Proposal Section of the bid documents and must be submitted with the bid. This project is funded through the Federal Carbon Reduction Program (WisDOT Project ID: 2295- 03-85) and has a discretionary DBE goal. The Village of West Milwaukee, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. 2000d to 2000d-4) and the Regulations, herby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Federal Prevailing wage rates will be required on this project. The wage rate determination is included as a part of the bid manual. A Certified check or bid bond payable without condition to the Village of West Milwaukee in an amount not less than five percent (5%) of the bid shall be submitted with each bid as a guarantee that if the bid is accepted, a proper contract and bond will be executed and filed within ten (10) days after the acceptance of the bid. If such bidder fails to execute and file such contract and bond, the amount of the check or bid bond shall be forfeited as liquidated damages. No bid shall be withdrawn after the opening of bids without the consent of the Village of West Milwaukee for a period of sixty (60) days after the time of opening bids. Each bidder agrees upon submission of bid that if the same be accepted within said time period, he shall be bound by the terms of acceptance hereinafter contained. The Village of West Milwaukee reserves the right to reject any or all bids received or to accept any bid which may be to the best interest of the Village of West Milwaukee. Each successful bidder will be required to furnish a satisfactory performance bond in the sum of the full amount of the contract. Bids shall include the furnishing and installation of all labor, materials, permits, equipment, tools, supplies, etc., for the 2025 Street Lighting Project. Approximate quantities of work to be expected are as follows: Base Bid: 23 EA - Remove Lighting Unit & Luminaires 23 EA - Lighting Unit, Type 2 2 EA - Transformer Base 2 EA - Transfer Traffic Signal Equipment 1 EA - Remove Lighting Control Transclosure 1 EA - Lighting Control Cabinet 23 EA - Remove Luminaire 83 EA - Type B, LED Luminaire (CREE) 14 EA - Remove Short Arm & Luminaire 14 EA - Short Arm (CREE XATMDA8-BZ) Alternate Bid: 83 EA - Type B, LED Luminaire (OTHER) Together with appurtenant construction in all contracts. Est. Value: $ 461,238.00 Proposals are solicited by the Village of West Milwaukee, hereinafter known as the Owner, for the 2025 Street Lighting Project in the above-described locations. Prospective bidders should visit the sites of the proposed work which will be performed to familiarize themselves with the conditions prevailing at the locations where work will be performed. The work will include the furnishing of all labor, materials, equipment, tools, supplies, services, etc., required for the complete installation of the 2025 Street Lighting Project. Approximate quantities of work to be expected are as follows: Base Bid: 23 EA - Remove Lighting Unit & Luminaires 23 EA - Lighting Unit, Type 2 2 EA - Transformer Base 2 EA - Transfer Traffic Signal Equipment 1 EA - Remove Lighting Control Transclosure 1 EA - Lighting Control Cabinet 23 EA - Remove Luminaire 82 EA - Type B, LED Luminaire (CREE) 14 EA - Remove Short Arm & Luminaire 14 EA - Short Arm (CREE XA-TMDA8-BZ) Alternate Bid: 83 EA - Type B, LED Luminaire (OTHER) Together with appurtenant construction in all contracts.
