Site work for a mixed-use development in Moreno Valley, California. Completed plans call for site work for a road / highway; and sidewalk / parking lot.
The City of Moreno Valley, ("City") invites and will receive sealed Bids for the furnishing of all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for SPEED CUSHION CONSTRUCTION (CITYWIDE) - PROJECT NUMBER 801 0015. Scope of Work This project includes Base Bid Work for the installation of twenty-two (12) speed cushions, and Additive Bid Work of ten (10) speed cushions and related pavement legends, centerline striping, red curbs, median painting, and associated signage in accordance with City of Moreno Valley Standard Plans MVSI-136A-0 through MVSI-136D-0. The Speed Cushions are 12 feet long with street widths varying between 36, 40, or 44 feet and have an outside cushion height of 3.5 inches and a median height of 6 inches. The centerline striping, pavement markings, and legends are in thermoplastic. The construction plan showing the approximate speed cushion locations are included in the attachments section of this bid document. The contractor hereby agrees to commence and complete work pursuant to this contract with a construction schedule not to exceed one hundred and twenty (120) working days for Base Bid Work and Additive Bid Work after the date of the first Notice-to-Proceed and to diligently prosecute said work, including corrective items of work, day-to-day thereafter, except as adjusted by subsequent Contract Change Orders. All work, including punch list items, shall be completed within this period. The Base Bid Work (Landon Road, Morning Dove Way, Searson Drive and Chagall Court) shall be completed in 30 days from the date of the Notice-to-Proceed. A second Notice-to-Proceed will be issued for Additive Bid Work, if awarded, (Rockcrest Drive, Rio Grande Drive, Alona Street, and Redwing Drive) within 45 to 60 days after the completion of the Base Bid Work and Additive Bid Work shall be completed in 30 days. The actual locations of the speed cushions will be approved by the City 72-hours prior to installation and will be marked in the field by the City Engineer. Each bidder is hereby informed that proposals and its contents are subject to disclosure in accordance with the California Public Records Act (California Government Code Sections 7920 et seq.). Bids shall be valid for a period of 90 calendar days after the Bid opening date. SCOPE OF WORK The Contractor shall furnish, to the satisfaction of the Engineer, all labor, materials, tools, equipment, and incidentals, unless otherwise specified, to construct and complete the Work in compliance with the Contract Documents. The City of Moreno Valley is seeking a qualified contractor to install speed cushions citywide on our residential streets. This project includes the installation of the asphalt speed cushions, pavement legends, centerline striping, red curb, median painting, and installation of associated signage in accordance with City of Moreno Valley standards. Registration and Bid submittal can be completed by electronically. Each Bid shall be accompanied by cash, a certified or cashier's check, or Bid Bond secured from a surety company satisfactory to the City, the amount of which shall not be less than ten percent (10%) of the submitted Total Bid Price, made payable to the City of Moreno Valley to guarantee the Bidder will enter into a Contract with the City. Question Deadline 12/27/2024 at 2:00 PM PT All questions, technical, commercial, or contractual in nature shall be directed electronically. No phone calls will be allowed. Contact of City personnel directly regarding this solicitation is prohibited and may be grounds for elimination from the selection process. All questions regarding this solicitation must be submitted through electronically. The Contractor shall complete all preconstruction requirements, ordering of materials, and construction of the Project within the Contract Time of Thirty (30) Working Days for the Base Bid only, and up to Ninety (90) Working Days for Base Bid plus all Additive Alternate Bids after the date of commencement specified in the Notice to Proceed to Fulfill Preconstruction Requirements issued by the City. See the Agreement for details regarding the initial Notice to Proceed to Fulfill Preconstruction Requirements and Notice to Proceed with Order of Materials and subsequent Notice to Proceed with Construction. If there are no additive alternate bids then remove "Base Bid". There will be no Pre-Bid Meeting for this project. No Bid will be accepted from a Bidder who, at the Bid Submission Deadline, is not fully and properly licensed as a contractor in accordance with Chapter 9 of Division 3 of the California Business and Professions Code (Section 7000 et seq.). At the Bid Submisssion Deadline, the prime Contractor must hold an active Class "A" contractor's license issued by the California Contract State License Board or a combination of Class "C" specialty contractor's licenses issued by the California Contract State License Board necessary for the performance of all Work to be performed by the prime Contractor. All Subcontractors shall be properly licensed at the Bid Submission Deadline. The City reserves the right, in its sole discretion, to: judge the Bidder's representations as stated in the Bid forms, including the Contractor's Statement, and any post-Bid information to determine whether or not Bidder is qualified to perform the Work; be the sole judge regarding the suitability of the products, services or supplies offered; to not purchase all items or the full quantity of each item listed in the Contract documents; accept or reject any or all Bids; modify, cancel or withdraw the Notice Inviting Bids; issue a new Notice Inviting Bids; suspend or abandon the Project; appoint evaluation committees to review bids; and seek the assistance of outside technical experts in Bid evaluation; waive deficiencies, informalities and minor irregularities in any Bid or in the bidding process; require a Bidder to provide a guarantee (or guarantees) of the Contract by a third party; and/or not issue a Notice to Proceed after execution of the Contract. In submitting a Bid in response to the Notice Inviting Bids, the Bidder is specifically acknowledging the City holds these rights. The Notice Inviting Bids does not commit the City to enter into a Contract, to reject, in its sole discretion, all Bids, nor does it obligate the City to pay for any costs incurred in preparation and submission of a Bid or in anticipation of a contract. By submitting a Bid, the Bidder disclaims any right to be paid for such costs. The City shall award the contract for the Project to the lowest responsive, responsible Bidder as determined by the City from the Base Bid plus all Alternatives. The City reserves the right to reject any or all Bids or to waive any irregularities or informalities in any Bids or in the bidding process. The City condemns and will not tolerate prejudice, racism, bigotry, hatred, bullying, or violence towards any group within or outside of our community. The successful Bidder shall furnish a Performance Bond and a Labor and Materials Payment Bond, each in the penal amount of 100% of the Contract Price. Bond forms for execution will be provided by the City when the Contract is tendered to the successful Bidder. Bonds may be secured through the Bidder's usual sources. The cost of furnishing the bonds shall be included in the Bid. Bonds issued by a California-admitted surety insurer listed on Treasury Circular 570 shall be deemed accepted unless specifically rejected by the City. Bonds issued by sureties not listed in Treasury Circular 570 must be accompanied by all documents enumerated in California Code of Civil Procedure Section 995.660. The bonds are subject to the requirements of Paragraph 8 of the Agreement.
