Demolition, site work and renovation of a residential development in Laporte, Pennsylvania. Completed plans call for the demolition of a residential development; for the renovation of a residential development; and for site work for a residential development.
The Sullivan County Commissioners will be accepting sealed bids for a construction project at Sullivan County Victim Services. Bid award scheduled to be by end of business same day. 1. The Contractor shall familiarize themself with the Instructions to Bidders in the Project Manual, along with the remainder of the Bid Package. 2. Review of the Project Site shall be by prior arrangement, contact; Scott Myers, Sullivan County Commissioner, 570-946-5201. 3. Construction Timetable: a. Construction Start: Monday, December 30, 2024 b. Substantial Completion: Friday February 21, 2024 c. Liquidated Damages: $250 day (lead/delivery time extensions to be added onto completion dates as applicable) 4. The Owner reserves the right to reject any and all bids, to waive any irregularities, and to negotiate contract amounts. 5. Project requirements include: (see CDBG-SEDACOG Bid Documents SECTIONS 1-8 for Full Requirements) a. Stipulation against Liens b. Required Insurance c. Non-Collusive Affidavit to be submitted with each Bid d. Bid Bond or acceptable surety of 10% of the total Bid price to be submitted with each Bid e. Federal Bid Requirements; Equal Employment requirements regarding Discrimination, Minority & Women's Business Enterprise (MBE/WBE) Plan in accordance with Executive Orders 11625, 12138 and 12432 and a Section 3 - Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders must submit documentary evidence of Minority and Women Business Enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Davis Bacon and Related Acts apply to this Project. 6. (Project Involves; -The complete demolition of an existing wood frame "shed" occupancy along with the removal of all materials, the regrading & re-planting of the disturbed area of the site and miscellaneous site improvements including a new patio. Also, the complete replacement of the existing roof system on the Sullivan County Victim Services Building including demolition of the existing, installation of a new 30yr. roof system including all miscellaneous roofing accessories on the Main Roof along with the replacement storage shed at the rear of the building.) 7. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. 8. The OWNER, Sullivan County, is utilizing federal funds for this project, and the GRANTEE, Sullivan County, has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. 9. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. Sullivan County, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project. 10. Bids may be held by the Sullivan County for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. 11. Sullivan County reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
