Site work for a water / sewer project in Seattle, Washington. Completed plans call for site work for a water / sewer project.
Furnishing of necessary labor, materials and equipment and performing all work required for the construction of the Boulevard Park Sewer Extension and Storm Drainage Improvements project. The project involves the construction of mainline sewer and side sewers for approximately 60 homes located in the Boulevard Park area south of S 124th Street, east of 10th Avenue S, west of 16th, and north of S 128th Street. Six different bid schedules are included. Contractors can bid on all the schedules or just the schedules they choose. The District intends to award all. Schedules: A, B, C, D, E, and F. Bid Schedule A includes the largest amount of work, and includes approximately 3,380-ft of 8-inch and 1,430-ft of 6-inch sewer mains, 19 manholes, and sewer stubs that will be owned by the District and some private, side sewers. Schedule A also includes approximately 750 feet of 18-inch storm drainage that is being funded by the City of Burien. Schedules B through F are for the construction of side-sewers on private property and the abandonment of existing onsite septic systems. The District will award contracts to the lowest responsible bidder on each bid schedule, Bidders may bid on any number of bid schedules. The District intends to create opportunities for contractors of various bonding capacities, large and small, and is prepared to manage multiple construction contracts. This Contract includes an Apprentice Utilization Requirement. No less than 15 percent of project Labor Hours shall be performed by Apprentices. Notices to Proceed (NTPs) will be variable among bid schedules for this project. Ground-breaking for Schedule A will be delayed until late March 2025 when City of Burien permits allow. Bid Schedules B through F are dependent on the progress of Schedule A. Awards of Schedules B-F are estimated to be delayed up to 120 days after bidding and Notice to Proceed for these schedules may be delayed until approximately June or July 2025. A cost escalation factor will be allowed for bid schedules delayed for more than 4 months from bidding to mitigate the cost risk to bidders. Bidders that do not register will not be automatically notified of addenda and will need to periodically check the online for addenda issued on this project. This online plan room provides Bidders with fully usable online documents with the ability to: obtain, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. Each proposal shall be accompanied by a proposal guaranty bond payable to the order of King County Treasurer in an amount of not less than five percent (5%) of the amount of the proposal for guaranty that the bidder will furnish a performance bond in an amount not less than one hundred percent (100%) of the contract price Any bidder who withdraws his proposal after the hour set for the opening thereof and before the execution of the contract, unless said execution of contract is delayed by Valley View Sewer District for a period exceeding seventy-five (75) calendar days after the time fixed for bid opening; or who fails to furnish performance bond, insurance certificates and execute contract within five (5) days after notification of acceptance, shall forfeit his bond to Valley View Sewer District as liquidated damages. Valley View Sewer District reserves the right to reject any a nd all bids and to determine the lowest responsive, responsible bidder. Valley View Sewer District also reserves the right to waive any informalities in any proposal or bid. Each proposal shall be submitted only on the prescribed proposal form from the Contract Documents and Specifications. This project is funded through the Washington State Department of Ecology through the State Revolving Funds Program "with federal funds from the U.S. Environmental Protection Agency. General contractors and all subcontractors must meet SRF requirements and provisions, including the American Iron and Steel requirements. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids. The Successful bidder will be required to conform, to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in "whole or in part by SRF appropriations m excess of $2000 pay their laborers and. mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed in similar projects in the area.
