High School Mentoring Professional Development Services Period - The contract is for a two (2) year period from date of award, with the option to renew for one (1) successive two (2) year period. The renewal may be exercised by the District in its sole discretion. By submitting a proposal the awarded Contractor agrees to a maximum contract term of four (4) years. Per the scope of work the NBOE desires a self-sufficient mentoring program within a twelve-month period, contract years two through four are intended for follow-up support on an as needed basis. We anticipate to award this contract by February 1, 2025. Post Award Documents During the life of the contract, the awarded vendor is tasked with providing the Newark Board of Education with the documents listed below. Samples must be submitted with your proposal. The proposed models must use evidence-based practices grounded in research and comply with the Elementary and Secondary Education Act/Every Student Succeeds Act (ESEA/ESSA). The program shall focus on positive relationships through formal or informal mentoring in school and in after school environments, in-person and virtually. The program shall ensure mentors support positive youth development, academic outcomes, and holistically support the whole student. SCOPE OF WORK The Newark Board of Education seeks proposals from qualified and highly motivated firms to assist with the continued professional development and expansion of our student mentoring program. Currently, there are nine (9) NBOE high schools with more than 300 students that have received services from mentoring programs involving school-based staff, local organizations and businesses. Within a twelve-month period we seek to expand services to at least fifteen (15) high schools to services over 1,000 students. The landscape analysis survey provided by the District, will be utilized by the awarded contractor to identify best practices and gaps of mentoring programs in high schools to plan and scale initiatives. The vision for the school district is to ensure Newark students achieve at the highest levels and graduate college-andcareer ready. The District's Ten-Year Strategic Plan focuses on six priorities emerged out of deep engagement of our community stakeholders in root cause data analysis and the development of strategies to guide our progress. The six priorities are: 1. Unified and Aligned Systems 2. A Rigorous and Relevant Framework for Instruction 3. Strength-Based and Responsive Culture 4. Continuous Learning for All 5. Integrated System of Student Support 6. Strong Reciprocal Partnerships BACKGROUND The Newark Board of Education (NBOE, District), with over 60 schools, almost 7,000 employees, and a student population of approximately 40,000, is the largest and one of the oldest school systems in New Jersey. The ethnic diversity of the city provides a rich educational experience for pre-kindergarten to secondary school students. The District continues to revise its services to meet the changing needs of its students. Answers will be provided at least seven days prior to the acceptance of proposals. The District reserves the right to reject any and all proposals and the right at its option to waive or refuse to waive any defect or informality in any proposals. All responsive proposals received will be subjected to an evaluation by qualified District personnel. Respondents should submit sufficient information to enable the evaluation committee to fully ascertain each respondent's capability to perform the requirements contemplated by this solicitation. All commitments made in the proposals shall become a part of any resultant contract. Please note that this solicitation is for Prequalification only. Any resultant contract will not guarantee services. Nor does a contract guarantee the maximum award amount. Only a purchase order authorizes the performance of services. The Newark Board of Education is not responsible for services performed without an authorized purchase order. The awarded Contractor will work with the Office of Mentoring Services. The Contractor shall provide professional development to program administrators and mentors in addition to educational sessions for mentees, parents, and guardians.
