Project No: TXE-2024-01 Scope The work includes construction of one (1) 3.0 Million Gallon (MG) Ground Storage Tank (GST); one (1) 1,600 gpm vertical turbine booster pump with a Solid State Reduced Voltage (SSRV) starter; sodium hypochlorite (Bleach) and liquid ammonium sulfate (LAS) disinfection feed system modifications; automatic control modifications; SCADA integration with the existing City's SCADA system; plant piping; site drainage including swales and storm sewer connection; and and all additional items shown on the construction plans or needed for a completely functional water plant and GST. Estimate: 6300000 If the amount of the bid exceeds $50,000.00, Official Bidder's Bond signed by the Surety and Bidder, or a Cashier's Check in an amount equal to five percent (5%) of the total bid must accompany each proposal. Event pre-bid note: Attendance at the conference is mandatory and shall be done remotely as indicated below, and bids will be accepted from only those Contractors attending. Any bids received from Contractors not in attendance will be returned unopened. The Engineer will determine the validity of attendance, at the Engineer's sole discretion. Contractors attending the Mandatory Virtual Pre-Bid Conference must do so from a computer, tablet, or smartphone Event Bid note: The bidder's firm name shall appear on the outside of the envelope. Bids received after the closing time will be returned unopened. Pursuant to Texas Local Government Code Sec. 271.905 and 271.9051, the City may award the bid to a bidder whose principal place of business is within the city of Rosenberg, if the local bidder's bid is within five percent (5%) of the lowest bid price received by the city from a bidder who is not a resident of the city. Priority may only be given to a local bidder in a contract for construction services in an amount of less than $100,000, or in a contract for other purchases in an amount of less than $500,000; provided that the City Council determines in writing that the local bidder offers the municipality the best combination of contract price and additional economic development opportunities created by the contract award. Preference of local bidders may not be considered in the purchase of telecommunications services or information services as those terms are defined by 47 U.S.C. Section 153. The City reserves the right to reject any or all bids and to waive informalities in bidding. In case of ambiguity or lack of clearness in stating the prices in any bid, the City reserves the right to consider the most advantageous construction thereof, or to reject the bid. The award will be made to the responsible bidder submitting the lowest bid as determined by the City, or to the bidder who provides goods and services at the best value to the City.
