The City of Federal Way ("City") is soliciting statements of qualifications and performance data from traffic engineers, planners and traffic safety professionals in connection with performing services for the City pursuant to Chapter 39.80 RCW. The City's needs are outlined in the full Request for Statements ("Request") on the City's website. More specifically, this planning level study will be conducted to develop a Comprehensive Safety Action Plan for the City of Federal Way that complies with USDOT's Safe Streets and Roads for All (SS4A) Grant Program. SELECTION CRITERIA Firms will be evaluated and ranked based on the following criteria: Responsiveness of the SOQ to the purpose and scope of services; Ability and history of successfully completing contracts of this type, meeting projected deadlines, experience in similar work; Firm experience with federally funded project documentation; Experience of specific individuals assigned to perform the proposed work; References. The City of Federal Way, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The contractor, sub-recipient, or subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The con- tractor shall carry out applicable requirements of 49 CFR Part 26 in the award and administration of USDOT-assisted contracts. Failure by the contractor to carry out these requirements is a material breach of this contract which may result in the termination of this contract or such other remedy as the recipient deems appropriate, which may include, but is not limited to: (1) Withholding monthly progress payments; (2) Assessing sanctions; (3) Liquidated dam- ages, or (4) disqualifying the con- tractor from future bidding as non-responsible. The City of Federal Way, in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities.
