Skyline 2d Phase 3 All questions, clarifications and requests regarding the Project must be received in writing via email to Brett R. Pasquarella, P.E., at brettp@cbdeng.com and Chuck Corbett at ccorbett@cbdeng.com and received no later than 12:00 p.m. on Friday, January 10, 2025. Any requests received after said time and date will not be addressed. A cashier's check, certified check, or bid bond, payable to Carma Easton, LLC, in an amount not less than 5% of the total Bid must accompany each Bid as a guarantee that, if awarded the contract, the bidder will within 10 days of the award of the contract, enter into a contract and furnish acceptable performance and payment bonds in the amount of 100% of the Contract price. The Bidder's surety will be forfeited and become the property of the Owner should the bidder fail to enter into a contract and furnish payment and performance bonds acceptable to the Owner within 10 days after awarding the contract. Contract Time is of the essence and all Work shall be substantially complete within 180 Calendar Days after the date specified in the Notice to Proceed, in accordance with the "Bid Form". Final completion shall be achieved within 30 Calendar Days after substantial completion. No bid shall be withdrawn for a period of 90 days after the opening of the bids. The Owner reserves the right to reject any or all Bids (including without limitation, any or all nonconforming, non-responsive, unbalanced, or conditional Bids) and to waive all defects and irregularities in the bids and the bidding process, except the time of submitting a Bid. The Successful Bidder, if any, will be the responsible Bidder which in the Owner's judgment will be most advantageous to the District and result in the best and most economical completion of the Project in accordance with Texas Water Code Section 49.273(c). The right is reserved to waive any informality in the bidding and to reject any or all bids. Prevailing Wage Rates, in accordance with Texas Government Code, Chapter 2258 are applicable to the Project.
