Engineering - Design Engineering Support and Construction Support Services for the California Street Landfill Question Deadline 12/12/2024 at 2:00 PM PT Online Q&A Yes o PROJECT MANAGEMENT o Conduct internal and external meetings to coordinate successful completion of the project. o Develop project design and construction schedule(s) and provide updated schedules during the course of the project o PHASE 5 DESIGN DRAWINGS o Complete the Phase 5 design drawings (currently at approximately 90% completion), including incorporating comments, extending a portion of the Phase 5 liner north of Phase 4 and then having a California Licensed Professional Civil Engineer seal and sign the design drawings. Provide the City with one electronica version of the completed design drawings in Portable Document Format (PDF) and AutoCAD*.dwg format. Provide the City with two (2) 36-inch x 24-inch hard copies of the completed design drawings o PREPARE AN ENGINEER'S ESTIMATE o Complete an estimate for the Phase 5 expansion construction costs considering the measurements and payment section(s) of the Technical Specification and the quantities from the completed design drawings. o BID ASSITANCE o Assist the City in the selection of a qualified contractor to complete the Phase 5 expansion work as detailed in the completed design drawings and Technical Specifications. o ENGINEERING SERVICES DURING CONSTRUCTION o Provide engineering services for the duration of the Phase 5 Landfill expansion including: attending progress meetings as necessary (phone or in-person) and attending a final job walk; reviewing alternatives, change order requests, and Requests for Information (RFIs) from the contractor ; and review and comment on product manufacturer information and contractor submittals including the as-built drawings. o ASSIST THE CITY WITH THE PERMITTING/APPROVAL PROCESS FOR EXPANSION o Assist City staff with the permitting aspects of the Phase 5 expansion including responding to RWCQB and LEA questions/comments on the design drawings, Technical Specifications, Design Report, and Construction Quality Assurance Plan and attending any requested regulator meetings. Provide a cost estimate, detailed scope of work, and thorough listing of assumptions to the City of Redlands (City) to deliver engineering consulting services for the CSL Phase 5 expansion in the form of: oversight and project management through design and construction, completing the CSL Phase 5 engineering design drawings, preparing an Engineer's Estimate of construction costs, assisting the City with contractor procurement (bid assistance), providing engineering services during construction, and assisting the City with the permitting/approval process for the expansion project. The selected consultant must work with the City's consultant currently contracted to assist with preparation of the CSL Phase 5 expansion Technical Specifications, Design Report, and Construction Quality Assurance Plan to ensure that all the technical portions of the design are consistent and reflect the appropriate design information. Coordination of the project design drawings (to be completed under this RFP) with the Technical Specifications, Design Report, and Construction Quality Assurance Plan (to be completed by others) is a primary project goal for the City, and proposals submitted for this RFP should detail how the proposing consultant will adequately meet this project goal.
