Architectural- Project Manager and of Architectural /Design Water Fountain and Related Site Work At Veteran S Park The Contract Awarded as a Result of This Request for Proposals is Expected to Be Assisted in Whole by a Grant From the Department of Housing and Urban Development S (Hud S) Community Development Block Grant (Cdbg) Funds. Neither the United States or the District of Columbia, Nor Any of Its Departments, Establishments, Agencies, Employees, and Instrumentalities is or Will Be a Party to This Request for Proposals or Any Resulting Agreement. This is a Section 3 Project (24 Cfr Part 75) and Will Require, to the Greatest Extent Feasible, Fulfilling the Objectives of Section 3 and Ensuring That Economic Opportunities, Most Importantly Employment Generated by This Project, Shall Be Directed to Low- and Very Low-income Persons, Particularly Though Not Exclusively Those Who Are Recipients of Government Assistance for Housing or Residents of the City of East Chicago, Indiana. As a Section 3 Project, the Total Number of Labor Hours Worked on the Project Will Be Required to Be Reported for Three Categories of Workers: 1) All Worker Labor Hours Worked, 2) Section 3 Worker Labor Hours Worked, and 3) Targeted Section 3 Worker Labor Hours Worked. Ensure That All Work is Performed in a Workman-like Manner. Ensure That Contractors Adhere to Federal, State and Local Rule and Regulations, Ensure That All Contractors Are Licensed, Bonded, and Insured and That Permits Are Posted. Maintain All Records Related to Said Project Provide Site Fencing. Maintain Records of Inspections, Materials Used, and All Warranties. Obtain Payment Packages Submitted to the Department of Redevelopment, Monitor Progress Payments. A. Meet With City Representatives to Discuss the Design Approach. B. Develop a Site Plan Layout for the Memorial Plaza at the Corner of the Park. C. Develop Elevations of Memorial Walls and Benches. D. Review the Preliminary Layout With the Client and City Representatives. E. Incorporate Comments in the Final Layout The Firm Must Provide 3 Basic Designs and, Upon Approval of the Final Layout, Prepare Architectural and Structural Technical Drawings Utilizing Autocad Software. These Drawings Shall Include a Conceptual Site Plan to Designate Memorial Fountain, Paved and Planted Areas, Site Lighting, Plumbing and Water Feeds for Future Fountains, and Site Elevations. Architectural Specifications Must Be Incorporated in the Drawings. Coordinate Wall Design and Stone Details With Selected Stone Fabricators. Review Architectural Drawings at 80% Completion With the Client and Incorporate Client Comments in the Drawings. Issue Final Architectural and Structural Drawings to the Client for Review. Respond to Review Comments. Prepare Stamped Architectural and Structural Permit Drawings for City Review. State Approvals Are Not Required Since It is Not a Habitable Structure. Electronically Distribute Architectural and Structural Construction Documents for Bidding. Respond to Bid Questions and Issue Clarifications to the Drawings or Specifications. Provide Reasonable Consultation for the Purpose of Clarification and Interpretation of the Architectural Construction Documents, and if Determined Necessary by the City of East Chicago Department of Redevelopment, Issue Supplemental Drawings or Technical Details to Amplify or Clarify Portions of the Construction Documents. Review Required Architectural and Structural Shop Drawings and Material Samples, Such as Rebar, Concrete Mix, Etc., for Conformance With the Construction Documents. Provide a Punch List of Architectural Elements After the Project. Each Firm is Solely Responsible for the Risk and Cost of Preparing and Submitting a Proposal, Which Must Be Signed by an Authorized Agent of the Firm. All Prospective Bidders Are Encouraged Review the Bidding Documents for Complete Bidding Requirements for This Project. The method of Contractor Selection has not been Determined at this time. The Ecdr Reserves the Right to Reject Any or All Proposals; to Waive Any Informalities Therein; and to Return, Unopened, Any Proposals Received After the Time Fixed Therein.
