Site work and paving for a sidewalk / parking lot in Eugene, Oregon. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Design-Build contract for the construction of the South Eugene Meadows Trail project. In response to a written request, the City will hold a public hearing for the purpose of taking comments on the findings for an exemption from the competitive bidding requirement. The Eugene Parks Foundation has been fundraising and working toward construction of a new Ridgeline Trail segment between 52 nd and Willamette and South Eugene Meadows Park for over three years. To date they have pledged $625,000 toward the construction of both the new trail and a new parking area and trailhead. Importantly, a significant component of these donated funds must be used within the 2025 calendar year, or they will no longer be available for the project. The City's match for the project is $850,000 in Park SDC funds and total project costs are $1,475,000. While the parking area and trailhead public improvements are scheduled for construction using a traditional invitation to bid, City staff desire to use a design-build approach for the trail construction work. The project scope for the trail work is the construction of an approximately 2.5-mile extension of the Ridgeline Trail from 52 nd and Willamette west to and through South Eugene Meadows Park with a terminus at Blanton Road. The trail has been aligned with a gradual slope to accommodate a wide range of users including mountain bikes and effectively opens the 194-acre South Eugene Meadows Park up to recreational use within some of Eugene's most scenic park land. City of Eugene public contracting rule (Rule) requires contracts for public improvement projects with an estimated value over $100,000 be awarded through an invitation to bid process to establish a qualified low bidder. This process facilitates a design-bid-build approach to the public improvement construction in which the design is performed prior to and separate from solicitation of the construction contract (this is the typical method used). However, Rule permits the use of alternative contracting methods (137-049- 0620), which allows the City to consider qualitative factors in addition to cost when such a method is deemed in the best interest of the City and community by either reducing costs or expediting the project completion. Attached are the findings to support the use of this alternative design-build procurement and contracting method for construction of the South Eugene Meadows Trail project.
