Dakota Dunes Community Improvement District (Owner) is requesting Bids for the construction of the following Project: Dakota Dunes North LS Force Main Replacement Project Submit bids by use of the C-410 Bid Form included in the contract documents, including the required SRF attachments. Bids are required to be submitted in a sealed envelope and must be clearly marked "Bid Proposal - Dakota Dunes North LS Force Main Replacement Project" and be hand delivered to the Dakota Dunes CID Welcome Center. Bids submitted on forms other than the C-410 Bid Form or containing additional or different terms or conditions may not be considered. Each bid must be accompanied in a separate envelope by one of the following: a bid security payable to the Owner for fiver percent (5%) of the total amount of the bid as a certified bank check issued by a State or National Bank or a Bid Bond on Form 430 as furnished in the Bid Packet in an amount equal to ten percent (10%) of the amount of the bid, made payable to the Dakota Dunes Community Improvement District. The check may be cashed as liquidated damages in the event the successful bidder fails to enter into a Contract and file a 100% performance and payment bond satisfactory to the Dakota Dunes Community Improvement District assuring the faithful fulfillment of the Contract and maintenance of said improvements as required by law, the provisions of this notice and the Contract Documents within ten (10) days after acceptance of his Bid. The Owner reserves the right to reject any or all bids, waive technicalities, and make award(s) as deemed to be in the best interest of the Owner. The Project includes the following Work: Installation of 3500 linear feet of new 12" HDPE force main, air release valves, concrete valve pits, 500 linear feet of DIP force main attached to a highway bridge, associated pavement replacement, seeding, and erosion control. Bids are requested for the following Contract: Dakota Dunes North LS Forcemain Replacement Project Owner anticipates that the Project's total base bid price will be approximately $1,100,000. Construction is anticipated to begin April 1, 2025. The Project has an expected substantial completion date of August 1, 2025 with final completion on September 1, 2025. The Dakota Dunes CID proposes to have the project complete within the timeframe mentioned herein. Bidders should familiarize themselves with this schedule and the existing project site, as this schedule is a vital condition of the project. Contract award documents need signed and returned to the engineer prior to December 27th, 2024 Additionally, in accordance with South Dakota Codified Law 5-18B-1, one copy of Plans and Specifications shall be furnished, without charge, to each Contractor resident in South Dakota who intends, in good faith, to bid upon the project. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:15 AM and 4:15 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. The low responsive bidder must assure compliance with the requirements of Public Law 115-232, Section 899, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment. Davis Bacon and Related Acts wages apply to this project. All Provision relative to those acts must be met. Bidders on this work will be required to comply with the Presidents Executive Orders Nos. 11246 as amended, 11518, and 11635 as amended.
