Stillwater Area Public Schools will receive sealed bids for work to perform pavement and rubber surfacing rehabilitation for the athletic track and field events at Stillwater Area High School located at 5701 Stillwater Boulevard North in Oak Park Heights, Minnesota. Make Bids on the bid form supplied in the Project Manual. No oral, telegraphic, emailed, or telephonic proposals or modifications will be considered. Submit with each bid, a certified check or acceptable bidder's bond payable to Independent School District #834 in an amount equal to five percent (5%) of the total bid. The successful bidder will be required to furnish satisfactory Labor and Material Payment Bond, and Performance Bond. The Owner requires Final Completion of the project on or before August 9, 2025. The Owner may make investigations as deemed necessary to determine the qualifications and ability of the Bidders to perform the work. Policies regarding payment of prevailing wages and equal employment opportunity apply to this project. The Owner reserves the right to reject Bids in whole or in part, and to waive bidding informalities or irregularities. Bids may not be withdrawn or modified within 60 days after Bids are opened. The Owner's intent of award or judgment will be announced within that period. The complete form shall be without alterations, additions, or erasures. All bids shall be on a lump sum basis. The Owner reserves the right to reject any or all bids or bid items and to waive any irregularities in the bids. A. BID ITEM #1 - Stillwater Area High School - Athletic Track Rehabilitation - Site Work The proposed rehabilitation for the existing 9-lane athletic track and field events will include removal and disposal of existing rubber surfacing materials, milling the underlying pavement areas, and disposing of the milled pavement materials, making localized pavement repairs where the pavement is distressed, installing new take-off boards for the long jump event areas, and installing new bituminous pavement. Care should be taken to protect the existing trench drains, perimeter concrete curb for the artificial turf field, and the existing fencing during the removal of the rubber surfacing and milling the pavement areas. No equipment will be allowed on the artificial turf field. Foot traffic will be allowed on the artificial turf field during construction only where the field is protected with polyethylene plastic and plywood, or other suitable materials. After the rubber surfacing is removed and the pavement areas have been milled to a depth of 1-1/2-inches, the exposed pavement surface will be evaluated and distressed areas will be repaired by saw cutting the pavement, removing the existing pavement and underlying materials to a total depth of 11-inches, and reconstructing the repair area with 8-inches of new base aggregate and 3-inches of new bituminous pavement (including the 1-1/2-inch over lay). At the long jump event areas, the existing take-off boards, frames, and related concrete shall be removed and new take-off boards shall be installed set in new concrete, in accordance with the manufacturer's recommendations. After all the pavement related repair work is completed, the entire athletic track and field event areas shall have a uniform tack coat sprayed over the existing pavement and an overlay of 1-1/2-inches of new bituminous shall be installed. The track and field event pavement surfaces shall be flood tested to determine if water ponding occurs. Where water ponds are more than 3/16-inch deep, pavement corrections will be required prior to installation of the new rubber surfacing. The pavement shall cure at least 28 days, or as recommended by the rubber surfacing materials manufacturer, prior to installing the new rubber surfacing. The following quantities are provided for the Contractor's convenience only. The Contractor is required to prepare their own quantity take off and provide a lump sum price to complete the work in its entirety. The pavement repairs should be bid as indicated and if the amount of the repair work is different, any additional work or reduction in work will be compensated using the unit prices provided. Pavement milling and overlaying (1-1/2-inches): 7,255 square yards New long jump take off boards 2 each The following quantity should be bid as specified. If the quantity increases or decreases during the construction process, the unit price provided will be used to adjust the Contract amount. No additional compensation will be considered for extra quantities unless work is specifically requested by the Owner. Bituminous pavement repairs (Excavate to a depth of 11-inches and replace with 8-inches of base aggregate and 3-inches of bituminous - including the 1-1/2-inch overlay): 500 square yards B. BID ITEM #2 - Stillwater Area High School - Athletic Track Rehabilitation - Resurfacing The proposed rehabilitation for the existing 9-lane athletic track and field events will include installing new rubber surfacing and re-striping the athletic track and field event areas, after removal of existing rubber surfacing materials and re-paving the track and field event areas. Care should be taken to protect the existing artificial turf field and the existing fencing during construction. No equipment will be allowed on the artificial turf field. Foot traffic will be allowed on the artificial turf field during construction only where the field is protected with polyethylene plastic and plywood, or other suitable materials. After the long jump take-off boards and the new bituminous pavement overlay is installed and has properly cured for at least 28 days, or as recommended by the rubber surfacing materials manufacturer, a new polyurethane and rubber base mat and structural spray shall be installed. Resurface the existing (9) lane track, high jump area, and field event runways with 1/2 -inch black polyurethane and rubber base mat, followed by two coats of new black polyurethane and rubber structural spray applied in opposite directions. Consult with the School District Staff prior to layout or striping of the track and field events to ensure proper striping colors and font sizes are used. Stripe the track for nine lanes, the long/triple jump runway, and the pole vault runway in accordance with the current rules of the National Federation of State High School Associations (NFHS), and as noted in the project specifications. Photographs of the existing track striping are available for reference, if needed. The following quantities are provided for the Contractor's convenience only. The Contractor is required to prepare their own quantity take off and provide a lump sum price to complete the work in its entirety. Polyurethane & rubber black 1/2 -inch base mat: 7,080 square yards Structural spray (black, two layers): 7,080 square yards Re-stripe track and field events: 1 lump sum C. General Requirements: The Contractor will be required to provide the Owner with a detailed construction schedule during the pre-construction meeting. The Owner will need a minimum 72-hour advance notice prior to the Contractor beginning construction. The Contractor will also be required to provide adequate traffic control measures, as required to safely direct pedestrians and traffic through and within the project site. Specifics should be coordinated through appropriate school staff. Costs associated with traffic control should be included in the Contractor's base bid. Where lawn areas used for access to the construction areas, re-grade and re-establish the lawn areas with at least 4-inches of topsoil and seed. Contractors may submit bids for either Bid Item #1 or Bid Item #2 or both bid Items.
