Renovation of a municipal facility in Savannah, Georgia. Completed plans call for the renovation of a municipal facility.
Chatham County does not utilize third parties to obtain bids on its behalf.** Chatham County is soliciting bids from qualified vendors to replace the existing AV system and cabling at the EOC Annex with a modern system. The EOC Annex is located at 295 Police Memorial Drive, Savannah, Georgia 31405. Installation shall be a complete turn-key solution and shall include, but not limited to the removal of the old AV solution, and the installation, testing, training, and documentation of the new AV system. Vendors are not to contact any County department directly. Questions Due Date: Feb 24th 2025, 2:00 PM EST Direct any questions related to this ITB to Sabrina Tippett, Procurement Specialist, and submit all questions through the Countys procurement portal Goals established for this project are 30% combined MBE/WBE SCOPE OF WORK: The Contractor is to provide, integrate and install the following parts into the AV solution. The Contractor shall completely remove the old AV solution including mounts, speakers and cabling and replace with the new AV solution as outlined in this document. The solution must be capable of operating independently and must allow the inputs to be selectable using the touchscreen in the room. The system must allow portable devices with Wi-Fi to "cast" or "air display" to projectors wirelessly. The solution must be able to access County LAN while connected. The system shall be able to display cable TV channels to the projectors. All projectors must be connected either through HDMI or optical for video. The wireless microphones should be able to be used simultaneously as other I/O's are being used. The system must be able to raise and lower the projector screen in the center of the room. This screen is currently motorized. The County requires the ability to swap components such as projectors without needing to reprogram the system for redundancy purposes during emergency activations. A. AV Main Components To Be Used and Integrated: o Five (5) of the seven (7) projectors are getting replaced - Minimum 5200 lumen WUXGA laser projector. Acceptable brands: Sharp, Epson, and ViewSonic. Can repurpose current ceiling mounts. Two (2) other existing projectors (EPSON) with HDMI out will need to be integrated. o Two (2) - Shure SLXD124/85 Mic Combos. o Two (2) - Shure SBC203 Dual Docking Battery Recharge Stations. o Five (5) - Shure SB903 Lithium-Ion Batteries for SLX-D Transmitters. o One (1) - Audio Digital Signal Processor 4 Zones - Acceptable brands: Crestron, Biamp, and QSC o Amplifier - 2 Channel - Must support speakers @ 30 Watts/70 Volts. Acceptable brands: Crown, Crestron, and LEA. o One (1) - 10" or greater wireless Touchscreen Control Panel with a tabletop docking station. o JBL LCT 81C/T Ceiling Mount speakers. Quantity designed for room size. o As needed, HDMI over CAT6 or optical transmitters. Acceptable brands: Extron, and Crestron. o Six (6) - HDMI and USB-C Inputs at the Podium, the EOC Manager's desk, the Directors Desk, the Dispatch Desk, the GIS Desk, and the PIO area. Input plates should be mounted for easy access. Where applicable, cables should be run through the wall from the rack and the plate and be flush mounted. The GIS desk should have two (2) HDMI inputs on the plate at that station. o Input system for five (5) PCs to display to the various projectors from the IT closet using HDMI inputs. Cables should be run through the wall from the rack and the plate flush mounted. o County provided Comcast cable HDMI box at cabinet. Controlled through touchscreen. o One (1) - Rack mounted UPS. o One (1) - PDU Mounted in cabinet sized to accommodate installed electrical components. Acceptable brands: CyberPower, Schneider Electric, and Eaton. o Cisco CBS350-48FP-4G-NA switch for A/V network. o Owner furnished digital CATV Tuner. o Necessary amount of WyreStorm NHD-000-RACK4-6U/12 Slot Rack Mount for Network HD 100/200/400 Series. o Necessary amount of WyreStorm NHD-500-E-RX-4K60Hz Decoder | 1GbE | Dolby Vision & HDR plus spare. o Necessary amount of WyreStorm NHD-500-E-TX-4K60Hz Encoder | 1GbE | Dolby Vision & HDR | PoE | Audio plus spare. o Necessary amount of WyreStorm NHD-500-IW-TX- NetworkHD(TM) 500 Series 4K60 4:4:4 JPEG2000 In-Wall Encoder plus spare. o WyreStorm NHD-500-RX-4K60Hz Decoder | 1GbE | Dolby Vision & HDR | USB 2.0 | Video Wall | Audio plus spare. o De-embed | Fiber | IR & RS232 Passthrough. o WyreStorm NHD-CTL-PRO-Pro Controller for NetworkHD 500 Series | PoE | 1RU Chassis | Dual NIC Network Isolation | Advanced Setup Interface & Wizard. o Crestron Electronics VC-4-ROOM. o Crestron Electronics USB-OFFLINE. o Crestron Electronics VC-4-PC-3 (Any licensing Registered as "Chatham County ICS.") o Lowell Manufacturing RPC-1 - Remote Power Control 15A (owner furnished in existing cabinet) for cabinet power. o Crestron Electronics CNPCI-8 (owner furnished in existing cabinet) for room lights. o Draper LVC Remote Power Control 15A (owner furnished in existing cabinet) for larger projector screen. o Be able to use X-Panel on the LAN for touchscreen access. o Include any non-listed items for efficient operation, gang plates, mounts, hardware, etc. B. Touchscreen Control: Minimum specs - same as the Crestron TS-1070-B-S. Acceptable brands: Crestron, and QSC. o Must control the operation of the AV system to include but not limited to the following: a. Microphone Selection b. Projector Power On/Off for Each Individual Projector c. Master Power On/Off d. Light Controls e. Input Selection f. Audio Level g. Microphone Level h. Programmed power "On/Off" button on the touchscreen that will also lower/raise the center screen and turn the system on when selected. i. Select cable channels, with up/down arrows from touchscreen. Owner furnished Comcast digital cable tuner in existing cabinet. C. AV Cabinet: o One (1) 28-30RU, 26" Floor Cabinet. 4' by 2' opening from the front, recessed in drywall and open access to the rear from IT closet. Acceptable brands: Middle Atlantic, Atlas, and Lowell. o One (1) PDU Mounted in cabinet sized to accommodate installed electrical components. Acceptable brands: CyberPower, Schneider Electric, and Eaton. o One (1) Cabinet mountable UPS equivalent to CyberPower OR1500LCDRM1U. Acceptable brands: CyberPower, Schneider Electric, and Eaton. o One (1) Additional Wall Mountable UPS with a minimum of 8 plugs using acceptable brands for workstations to be installed in the IT closet. o One (1) Chatsworth 13830-700 Electronic Lock Kit System - Installed onto the cabinet's metal door. D. Cabling: o Two (2) - Panduit CPP24FMWBLY 24 Patch Panels - (provided at cabinet by Chatham County) o Provide 48 - Mini-Com(R) UTP RJ45 Cat 6 TG Jack Module, Violet CJ688TGVL o Use Violet plenum CAT6 cable for any A/V network cabling needed in the solution o Acceptable CAT6 cabling brands: Commscope, Genspeed, and Superior Essex o Acceptable AV wiring brands: West Penn, Windy City, and Belden o Two (2) LAN network drops at A/V cabinet (provided at cabinet by Chatham County) E. Service Response During Warranty Period: o If a failure or issue requires onsite assistance, 45 minutes maximum onsite response time is required. o Equipment manufactures and labor warranty minimum one (1) year from handover. F. EOC Room Dimensions: o 30' W x 51' L G. Other Dimensions: o Projectors we are replacing are approximately 11' from screens o Screens are approximately 96" Wide x 70" Tall; Viewing size (4:3). Goals established for this project are 30% combined MBE/WBE unless otherwise specified.
