Demolition, site work and paving for a civil project in Port Isabel, Texas. Completed plans call for the demolition of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; and water / sewer project.
SCOPE OF WORK: The overall goal of the Project is to remove the Old Queen Isabella causeway, then transport and place the salvageable materials to create a submerged, engineered reef approximately 10.1 miles offshore of the Brownsville Ship Channel entrance jetties at South Padre Island. The work is located within the Lower Laguna Madre in the vicinity of Port Isabel, Texas, and within the Gulf of Mexico. SCOPE OF SERVICES REQUESTED The Contractor shall perform all services required to complete the Project in accordance with the Project Manual, which includes furnishing all plant, equipment, labor, transportation, fuel, power, lighting, water to perform the work, in addition to any incidental related work, in strict accordance with Project Manual specifications for: marine demolition and removal of old causeway bridge concrete pile caps, concrete pilings, concrete railings, and concrete deck spans; removal of subsurface causeway debris and screening of said debris and sediment; backfilling screened sediment within the work area limits, and placement of removed structures and concrete debris from the work area to construct an artificial reef approximately 10.1 miles offshore from the Brownsville Ship Channel entrance jetties as shown in the Project Manual The limits of the work area are shown in the Project Manual. The Contractor shall perform all removal activities specified in the Project Manual, including removal of sediment, separation of demolished structure and debris from the sediment, backfilling the screened sediment, and final hydrographic and side scan surveys of the work area to verify that work area has been performed and the work area cleared as specified in the Project Manual. The Contractor shall perform all other services and provide all other items specified in the Project Manual to fully complete the Project. ESTIMATED PROJECT BUDGET: 11,000,000 to $15,000,000. CONSTRUCTION PERIOD AND CONTRACT TERM The selected Contractor shall not begin any work under any contract resulting from this Solicitation until receipt of a Notice to Proceed ("NTP") from the GLO. Construction must be substantially completed within the time period proposed by Contractor on the Contractor's Proposal Form. Respondents should account for any anticipated scheduling delays in their proposed time period. For planning purposes, the GLO anticipates contract execution to occur by April 2025. Upon issuance of the NTP, the GLO has estimated the construction time period to be approximately two hundred and seventy (270) calendar days. The GLO, at its own discretion, may extend any contract awarded pursuant to this Solicitation, subject to terms and conditions mutually agreeable to both parties. All changes in the scope of work, the Contract Price and/or the Contract Time shall be documented by a Change Order, in accordance with the Change Order procedure described in the Uniform General Conditions, included in the Project Manual. Deadline for Submitting Round One of Questions January 2, 2025 at 2:00 p.m. CT Anticipated Release Date of Answers to Round One of Questions January 10, 2025 at 2:00 p.m. CT. Anticipated Release Date of Answers to Round Two of Questions January 24, 2025 at 2:00 p.m. CT. LIQUIDATED DAMAGES If Contractor fails to achieve Substantial Completion within the Contract Time, Contractor shall be liable to the GLO for liquidated damages of $500.00 per day until the Contractor achieves Substantial Completion. The GLO's damages for Contractor's failure to perform. its obligations under a contract resulting from this RFP are impossible or difficult to estimate and the amount of liquidated damages specified is a reasonable forecast of just compensation and is not a penalty. CONTRACT AWARD It is the intent of the GLO to award one contract under this Solicitation. A Notice of Intent to Award will be sent to the selected Respondent. Any award is contingent upon the selected Respondent's successful submission and demonstration of financial solvency and adequate capitalization as described in Section 7.4, Financial Capability, the successful negotiation of final contract terms; and upon approval of the GLO Chief Clerk Negotiations shall be confidential and not subject to disclosure to competing Respondents unless and until an agreement is reached. If a potential awardee is determined to be not financially solvent or adequately capitalized, or if contract negotiations cannot be concluded successfully, the GLO may negotiate a contract with the next highest scoring Respondent or may withdraw this Solicitation. The GLO reserves the right to request additional reporting at any phase of this Project to maintain internal contract management and reporting requirements. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
