Demolition, site work and addition to a mixed-use development in Waterloo, Iowa. Working plans call for the addition of a municipal facility; for the demolition of a municipal facility; for site work for a municipal facility; sidewalk / parking lot; and water / sewer project.

As of this time it is unknown if and when project will rebid.** The Commission is adept at working with professionals to guide it through a project from beginning to end. The following list is a layperson's vision of what services are needed. This project is expected to be turnkey, with all costs in the proposed budget. The scope of services includes communication with the Commission, assistance with designing the changes to meet regulatory requirements, customer convenience, efficient operations, and strict adherence to the project schedule. Under Commission guidance, the Contractor is to develop a conceptual design, cost estimates for the proposed Project, and schematic design drawings to establish the overall project cost. A Public Hearing will be held on the Plans and Specifications and proposed Form of Contract at 10:00 a.m. on December 19, 2025, at the City Council Chambers at City Hall, 715 Mulberry Street, Waterloo, Iowa, 50703. A Regular Meeting of the Commission will be held at 10:00 a.m. on January 23, 2025, where Bid Proposals will be acted upon at that time or at such time as may then be fixed. The intent of this RFP for the Design-Build of the Black Hawk County Landfill Scale House Remodel and Scale Replacement Project (Project) is to select a qualified and competent Contractor (Contractor) to provide design and build services to modify the existing scale house and replace the existing 70-foot truck scale. The Project is located at the Black Hawk County Landfill at 1509 East Washburn Road, Waterloo, Iowa. This scale house modification portion of the Project intends to facilitate the transactions between customers and the scale house attendant so the customer does not need to get out of the vehicle, eliminate the need for the catwalk around the scale, and increase storage space. The intent of the remodel is to utilize the existing enclosure with minor structural modification. The alternate bid will assume the structure's demolition and construction of an addition with an expanded footprint. Attachment A contains the As-Builts Site Condition Construction Plans. The Contractor will be required to remove the existing 70-foot by 10-foot above-ground truck scale and demolish and modify the existing foundation to meet the new scale's requirements, including removing or modifying the approaches and relocating utilities as needed. The contractor shall add bollards and other structures to address fall hazards. The contractor will permit and install a new 70-foot by 14-foot truck scale. Attachment A contains the As-Builts Site Condition Construction Plans. The Facility will remain open and in operation during construction. The contractor must work with the Owner and Contract Operator to minimize the impact on operations. Work on each improvement shall be commenced within 10 days after the Notice to Proceed has been issued. The estimated budget for this project is $350,000. Understandably, this budget amount may prevent the inclusion of some features described in the Scope of Work and Project Summary. The selection of features to be included in the design depends upon the discretion of the vendor submitting the proposal, but they must be the same or similar features as noted in this RFP. Each bidder shall accompany its bid with bid security as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of the contract a corporate surety bond, acceptable to the governmental entity, for the faithful performance of the contract, in an amount equal to one hundred percent of the amount of the contract. The bid security shall be in the amount of ten percent (10%) of the amount of the contract. It shall be in the form of a cashier's check or certified check drawn on a state-chartered or federally chartered bank, or an accredited share draft drawn on a statechartered or federally chartered credit union, or the governmental entity may provide for a bidder's bond with corporate surety satisfactory to the governmental entity. The bid bond shall contain no conditions except as provided in this section. Prospective bidders are required to bid on ALL packages.
