The RDA has been carrying out revitalization efforts in the 9-Line (Project Area) since 2020. Through this request for proposals (RFP), the RDA is inviting developers to submit proposals to construct a development on 0.57 acres of RDA-owned property located at 1410 West Indiana Avenue (Property) in the Project Area, as described and shown in Exhibits A and B. Development teams (Respondents) are invited to submit a proposal to purchase or ground lease the Property, and design and construct a commercial, retail or residential mixed-use development (Project) in accordance with the Requirements and Preferences (Exhibit C). The RDA seeks a thriving commercial, retail or residential mixed-use development that incorporates design excellence in the site plan and building design to encourage an active street life in the neighborhood. In particular, the RDA seeks a development that is sensitive to its context within a lower-density mixed-use neighborhood.
