https://myemail.constantcontact.com/Government-Contracting-Pipeline.html?soid=1112918611731&aid=89FRpMMKQd0 The North Carolina Department of Environmental Quality (NCDEQ) will distribute more than $265.4 million to address per- and polyfluoroalkyl substances (PFAS) contamination in water supplies and to identify and replace lead pipes. Recipients will supplement the awards with local funds. Among the projects receiving funding are: The Fayetteville Public Works Commission (FPWC) in Cumberland County will receive $38.1 million for three projects. The bulk of the awards — $31 million — will go toward the third phase of the Rockfish Creek Water Reclamation Facility (WRF) Expansion project. The initiative will increase the facility’s treatment capacity from 21 million gallons per day (mgd) to 28 mgd. The commission will modify the site’s influent pump station, aeration basin splitter box and aeration effluent channel. In addition, the FPWC will build two aeration basins, modify the blower building and build a secondary clarifier and return activated sludge (RAS) pump station. Additional work will include installing disk filters, modifying contact tanks, improving solids handling and making electrical upgrades. The remaining funds will enable the commission to replace lead service lines and eliminate outfall from a lift station. The City of Sanford will spend $25 million to support construction on the Sanford-Pittsboro Water Main project. Once completed, the water main will be a critical distribution system for both Sanford and Pittsboro. Additional recipients include: River Bend will use $10.4 million to improve the town’s wastewater treatment plant (WWTP) and supply wells. Wilkesboro will receive $10 million for intake and interconnect infrastructure upgrades along the Yadkin River. Magnolia will spend $7 million to rehabilitate and replace sewer infrastructure, replace a pump station, improve a WWTP, install automatic meter infrastructure and replace water supply wells. ------------------------------ The Project is generally described as follows: o Base Option 1: 24" HDPE 1. Approximately 35,370 LF of 24" C900 PVC Force Main and appurtenances 2. Approximately 18,764 LF of 24" Restrain Joint C900 PVC Force Main and appurtenances 3. Approximately 1,576 LF of 36" Steel Encasement with 24" Restrain Joint C900 PVC Force Main Carrier Pipe by Dry Bore and Jack and appurtenances 4. 12 Horizontal Directional Drills totaling 11,502 LF of 24" Fusible C900 PVC Force Main 5. 1 Horizontal Directional Drill totaling 1,251 LF of 30" Fusible C900 PVC Pipe with 24" Fusible PVC Force Main Carrier Pipe o Alternate Bid - Option 1: 36" HDPE 1. Approximately 52,982 LF of 36" HDPE Force Main and appurtenances 2. Approximately 2,886 LF of 54" Steel Encasement with 36" HDPE Force Main Carrier Pipe by 3. Approximately 2,886 LF of 36" Steel Encasement with 36" Restrain Joint C900 PVC Force 4. Main Carrier Pipe by Dry Bore and Jack and appurtenances 5. 12 Horizontal Directional Drills totaling 10,937 LF of 36" Fusible C900 PVC Force Main 6. 1 Horizontal Directional Drill totaling 1,658 LF of 42" Fusible C900 PVC Pipe with 36" Fusible PVC Force Main Carrier Pipe The base bid is for a 24-inch diameter pipe; bidders are permitted to select the material, PVC or HDPE, that yields the lowest overall cost. The alternate bid is for a 36-inch diameter pipe; bidders are permitted to select the material, PVC or HDPE, that yields the lowest overall cost. Bidders are not required to bid both materials or the alternate. Pipe material and size will be determined based on the bid amount and the extent of funds available. Each bid must be accompanied by a bid security of 5% of the bid amount. Security may be in the form of cash, certified check or cashier's check made payable to the City of Sanford or a bid bond issued by an insurance company authorized to do business in the State of North Carolina. The deposit shall be retained if the successful bidder fails to execute the contract within ten (10) days after the award of contract or fails to give satisfactory surety as required herein. The City reserves the right to reject any or all bids or to accept the bid that appears to be in the best interest of the City, or provided by law. No bid may be withdrawn for a period of one hundred and twenty (120) days after the scheduled bid opening.
