Scope of Services The work of the consultant shall be divided in 2 phases: Pre-capital need assessment and Feasibility study. The pre-capital need assessment shall characterize the First Nation CFS needs (gaps) that are required to be addressed in the technical solution proposed for feasibility study in phase 2. 2.0 Phase 1: Pre-capital needs assessment In order to determine the needs and gaps related to the CHRT41 objective, it is recommended the need assessment phase be conducted by the community and assisted by a Social Work Professional with adequate knowledge and understanding of the CHRT 4 ruling, the CHRT41 ruling and objectives, the bill C92 and the FN community CFS situation. For the Pre-capital Need assessment, the scope of service required for the Professional hired to assist in the community needs assessment would be to act as advisor and support the community in conduction the need assessment. This professional should also have proper competencies and knowledge of Provincial and Federal legislations and policies related to CFS on FN communities and in Manitoba. While the acts and policies may serve as a baseline for the CFS need assessment, the professional shall assist the community in not limit their analysis to these scopes, but provide recommendation related to FNCFS infrastructure needed to support the prevention of Children in care through the creation of substantive equality and culturally appropriate services, given the distinct needs and circumstances of the First Nation, including their cultural, historical, and geographical needs and circumstances. As a reference guide Annex C CFS Needs Assessment may be used as a framework to define the community CFS and prevention needs. Under the lens of the CHRT41, this guide is assessed as good reference on the process related to the completion of a need assessment. Other references related to the conduct of need assessment are also provided in Annex C. A First Nation community or a FNCFS may also opt to conduct the Needs Assessment themselves or may already have source other this service from a specific entity. In this case, the service provided be limited to facilitate the First Nation or FNCFS effort in completing the need assessment.
