Seattle Public Utilities (SPU) is seeking proposals from teams to design, build, operate, and pilot a program to foster lumber reuse, or a circular economy for lumber. To bolster Seattle's current programs promoting salvage and deconstruction, SPU seeks to support the establishment of a salvaged lumber warehouse ("Warehouse"). SPU currently incentivizes deconstruction as a step toward requiring it on targeted residential structures. Deconstruction is the manual disassembly of buildings to allow for maximum reuse of building components, which, for residential structures, is primarily lumber. When lumber is reused, it displaces the need for resource extraction, processing, manufacturing, and transporting new materials, thereby reducing greenhouse gas emissions. Only a small percentage of lumber generated from residential building removals is now reused, while most is burned for fuel or landfilled. Seattle needs businesses with the capacity to process salvaged lumber as well as local markets to resell the lumber for new uses. This could come in the form of a reclaimed lumber processing hub. Towards that end, the City of Seattle applied for and was awarded a $4M Bipartisan Infrastructure Law Solid Waste Infrastructure for Recycling (SWIFR) Grant from the Environmental Protection Agency (EPA). Using this grant funding, SPU will select and contract with an existing company to set up or expand an operation within Seattle's city limits to collect, process, grade, inventory, and coordinate distribution of salvaged lumber recovered mostly from residential structures that are deconstructed rather than demolished. SPU intends to execute one (1) contract with an initial term of three (3) years. WMBE firms need not be state certified to meet the City's WMBE definition. The City defines WMBE firms as at least 51% (percent) owned by women and/or minority. To be recognized as a WMBE, register on the City's Online Business Directory. Federally funded transportation projects require a Disadvantaged Business Enterprises (DBE) program; for that program, firms must be certified by the Washington State Office of Minority and Women Business Enterprises (OMWBE). The City may reject any or all proposals with no penalty. The City may waive immaterial defects and minor irregularities in any submitted proposal.
