Renovation of a clubhouse / community center in Franklinville, New Jersey. Completed plans call for the renovation of a clubhouse / community center.
The project generally consists of the replacement of four (4) air handling units, two (2) condensing units and one (1) exhaust fan at the Township Community Center including all other associated work. Plans, Specifications and Proposal Sheets may be obtained electronically at no charge during normal business hours by contacting the Office of the Township Engineer, Gregory R. Valesi, P.E., CME Associates, One Market Street, Suite 1F, Camden, New Jersey until 48 hours prior to the time set for the opening of bids. Bids must be furnished on the proposal sheets included in the Contract Documents, enclosed in a sealed envelope and addressed to the Mayor and Township Committee, Township of Franklin, New Jersey and plainly marked on the outside with the name and address of the bidder and the Contract Number and Title. Each bid must be accompanied by a certified check of not less than ten (10%) percent of the bid payable without any conditional endorsement as a guarantee that in case the contract is awarded to the bidder, he will within ten (10) days thereafter execute such contract and furnish satisfactory performance bond. A bid bond in the amount of ten (10%) percent of the bid may be substituted for certified check, except the amount of the bid security shall not be less than $500.00 - nor more than $20,000.00. Each bid must be accompanied by a Certificate of Experience and Certificate of Equipment. The Township reserves the right to award this contract based on funds available. Bidders are required to comply with the requirements of the Americans with Disabilities Act (N.J.S.A.10:5-31 et seq.) and Affirmative Action (N.J.A.C. 17:27) and with the disclosure provisions of N.J.S.A. 19:44A-20.13. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of the contract price indemnifying the Township of Franklin, New Jersey for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work. The Township Committee of the Township of Franklin reserves the right to reject any or all bids if in its opinion it is in the best interest of the Township to do so. The Owner proposes the construction of improvements and all appurtenant work necessary at locations detailed on the Contract Plans. A. Where more than one piping system material is specified, ensure system components are compatible and joined to ensure the integrity of the system is not jeopardized. Provide necessary joining fittings. Ensure flanges, union, and couplings for servicing are consistently provided. B. Provide pipe hangers and supports in accordance with ASME B31.5; MSS SP-58 unless indicated otherwise. C. Liquid Indicators: 1. Use line size liquid indicators in main liquid line leaving condenser. 2. If receiver is provided, install in liquid line leaving receiver. 3. Use line size on leaving side of liquid solenoid valves. D. Valves: 1. Use service valves on suction and discharge of compressors. 2. Use gauge taps at compressor inlet and outlet. 3. Use gauge taps at hot gas bypass regulators, inlet and outlet. 4. Use check valves on compressor discharge. 5. Use check valves on condenser liquid lines on multiple condenser systems. E. Refrigerant Charging (Packed Angle) Valve: Use in liquid line between receiver shut-off valve and expansion valve. F. Strainers: 1. Use line size strainer upstream of each automatic valve. 2. Where multiple expansion valves with integral strainers are used, use single main liquid line strainer. 3. On steel piping systems, use strainer in suction line. 4. Use shut-off valve on each side of strainer. G. Pressure Relief Valves: Use on ASME receivers and pipe to outdoors. H. Filter-Driers: 1. Use a filter-drier immediately ahead of liquid-line controls, such as thermostatic expansion valves, solenoid valves, and moisture indicators. 2. Use a filter-drier on suction line just ahead of compressor. 3. Use sealed filter-driers in lines smaller than 1/2 inch; 3/4 inch outside diameter. 4. Use sealed filter-driers in low temperature systems. 5. Use sealed filter-driers in systems utilizing hermetic compressors. 6. Use replaceable core filter-driers in lines of 1/2 inch; 3/4 inch outside diameter or greater. 7. Use replaceable core liquid-line filter-driers in systems utilizing receivers. 8. Use filter-driers for each solenoid valve. I. Solenoid Valves: 1. Use in liquid line of systems operating with single pump-out or pump-down compressor control. 2. Use in liquid line of single or multiple evaporator systems. 3. Use in oil bleeder lines from flooded evaporators to stop flow of oil and refrigerant into the suction line when system shuts down. J. Receivers: 1. As per manufacturer recommendation. K. Flexible Connectors: Utilize at or near compressors where piping configuration does not absorb vibration. Factory-fabricated connectors and splices of size, ampacity rating, material, type, and class for application and service indicated.
