The purpose of this Request for Proposal (RFP) is to solicit offers from qualified firms to conduct a comprehensive steelhead-passage feasibility assessment that includes potential engineering solutions to enable volitional passage of South-Central California Coast Steelhead trout (Oncorhynchus mykiss) at Lopez Dam. The goal of this feasibility assessment is to evaluate engineering solutions that enable volitional fish passage, contributing to species conservation and compliance with state and federal environmental regulations, while preserving the dam's primary functions. The assessment must conclude with sufficient justification that certain volitional passage options may or may not be feasible, so that regulatory agencies, including the National Marine Fisheries Service (NMFS), may rely on its findings. This feasibility assessment is intended to inform the conservation strategy for the draft Habitat Conservation Plan for Lopez Dam.
