Project name: Study and Design Services for Pilot Netting and Disinfection Facilities at B03, B04, AND B05 Outfalls Project owner: Great Lakes Water Authority Project location: B-03 Outfall is located at McClellan and the Detroit River, B-04 Outfall is located at Fischer and the Detroit River, and B-05 Outfall is located at Iroquois and the Detroit River Contract number: Req-0001651 Project highlights: Project will implement pilot netting and disinfection facilities at four candidate locations. Netting and disinfection facilities remove floatables, trash, and debris and meet one of the nine minimum controls dictated by the U.S. EPA's CSO Control Policy. Project description: The Services consist of the following items and as fully described in the Contract Documents. Task A - Project Management Task B - Study Phase Task C - 30% Design Task D - 60% Design Task E - 90% Design Task F - Permitting Task G - Final Bid Documents Task H - Bidding and Negotiation Services Task I - Construction Assistance and Resident Project Representation Task J - Asset Management Services Task K - Document Turnover Task L - Systems Operation and Maintenance and Training Task M - Property Acquisition Task N - Project Performance Certification (Allowance) Task O - Permit Fees (Allowance) Task P - Provisional Allowance for GLWA Authorized Changes (Allowance) Task Q - Exploratory Digging (Allowance) Special instructions: Minimum Qualifications 1. Minimum of two (2) projects within the last fifteen (15) years involving the study, design, construction administration and resident project representation services for the construction of new and/or rehabilitation of existing CSO Facilities, with a preference for netting and disinfection facilities. Similar experience in conduction flow monitoring and modeling studies is required. 2. Demonstrated experience designing and managing federally funded projects. It is noted that the project will likely have to abide by the Buy American, Build America (BABA) requirements. 3. An assigned Project Manager (PM) that possesses at least ten (10) years of experience in managing sewage collection system and facility design projects, with a preference for experience with NEPA environmental studies. NEPA environmental study shall include the use of cultural resources staff meeting the Secretary of the Interior's Professional Qualification Standards for Archaeology and Historian published in the Code of Federal Regulations, 36 CFR Part 61. 4. MDOT has a stated DBE participation goal of 7% for this contract. DBE Form 0182 must be completed and submitted as a component of this solicitation. This document is included in Attachment No. 7. Vendor to verify that the latest version of the form is submitted. 5. MDOT Secondary Prequalification requirements: 1) Environmental: Historic Assessment, 2) Environmental: Contamination 6. Financial DUNS Check - GLWA reviews financial health of interested vendors in a determination of responsibility. This is a pass or fail minimum requirement. 7. GLWA Vendor Performance Score - GLWA tracks the performance of vendors in a determination of responsibility. Vendors with no score or a score above 70 will receive a pass and for vendor whose score is 69 and under will receive a fail.
