Reference Number 0000283918 Question Acceptance Deadline 2025/01/10 02:00:00 PM MST The following sections outline in general the scope of work and are not intended to provide every detail of the work to be performed by the Service Provider to achieve the objectives during this contract. The scope of work items listed in this document shall not be considered to be absolute descriptions of the scope of work. The actual work will be developed further throughout the study and project meetings with the concurrence of the Project Team. The main objective is to provide the First Nation with an approved final private water and wastewater systems assessment and servicing feasibility study within the approved scope, schedule, and cost parameters that meets all regulatory requirements. The study will provide a defensible plan to solve the long-standing water and wastewater issues for the residents of the First Nation. The study will determine the best solution for the First Nation's water and wastewater system separately in an effective and reliable manner to meet the community's current and 20-year needs, while complying with current Federal and Provincial Guidelines and Regulations. The feasibility studies shall follow ISC's Protocol for Centralised Drinking Water Systems in First Nations Communities, Protocol for Centralised Wastewater Systems in First Nation Communities, Protocol for De-centralised Water Systems in First Nations Communities, and/or Design Guidelines for First Nations Water Works, while meeting the project objectives and requirements of the ISC's Program Directives and Standards. The consultants shall follow all applicable Provincial and Federal guidelines throughout this study. In the situation where both Provincial and Federal guidelines may apply, the more stringent of the guidelines shall be applied. ISC is the prime funding agency for the project. The Service Provider shall: Become completely familiar with the expectations and requirements of the First Nation and ISC. Coordinate with the Chief, the First Nation Council, the various committees, and the Project Team, as and when required. Define and confirm criteria in the areas of cost control, budgeting, scheduling and quality control. Maintain strict budget control and ensure that the study is, at all times, in compliance with the project budget. Identify all risk elements that may impact pricing and include a budget item in the cost estimate to address this potential risk. This risk identification must be updated at each cost estimate. - Identify any approvals/permits required from other agencies (including government). Ensure that every effort to expedite the schedule is implemented. Keep the First Nation and ISC informed of the project status through the implementation of a program of regular monthly reporting as well as the coordination and hosting of regular monthly meetings. Oversee all phases and aspects of the project and ensure strict conformity to the objectives of the project to meet the client's requirements. Be familiar with the scope of work for all components. Be familiar with the inspection requirements at key milestones as the project progresses: e.g. topographic survey, soil testing, material testing, structural inspections and testing, electrical and mechanical components and testing associated in-ground work inspections, and regulatory requirements (eg, in water works construction window). The Service Provider shall ensure the study is completed to the level that addresses all ISC requirements. The study shall meet the following objectives: Objective 1: Private Systems Inventory and Assessment - Assessing the condition and capacity of the existing private systems including immediate remediation considerations and assessing future needs. Objective 2: Background and Needs Report - Determining current and future housing projections and grouping homes that may potentially be serviced by the same collection/distribution extension. Objective 3: Options Analysis - Analyzing options for: Water system: in general, distribution options for the community while taking into account current and future water servicing needs and consider viable fire protection alternatives. Wastewater system: in general, wastewater collection options for the community while taking into account current and future wastewater flows. Objective 4: Recommendation - provide a report summarizing the system options. A preferred option or combination of options shall be recommended based on relative merit (pros and cons) and life cycle cost analysis for each system proposed.
