Renovation of a mixed-use development in Downey, California. Completed plans call for the renovation of a educational facility.

Bid No. 24/25-14: Lewis Elementary School and Warren High School Roof Replacement and Restoration ("Project" or "Contract") located at locations below: Lewis Elementary School, 13220 Bellflower Blvd. Downey, CA 90242 Warren High School, 8141 De Palma Street, Downey, CA 90241 The Project consists of: Roof replacement and restoration at two (2) separate school sites. Provide all labor, equipment, and miscellaneous materials to install District purchased and furnished roofing materials over the properly prepared substrate All bids shall be on the form provided by the District. Each bid must conform and be responsive to all pertinent Contract Documents, including, but not limited to, the Instructions to Bidders. To bid on this Project, the Bidder is required to possess one or more of the following State of California Contractor Licenses: C-39. The Bidder's license(s) must be active and in good standing at the time of the bid opening and must remain so throughout the term of the Contract. As security for its Bid, each Bidder shall provide with its Bid form o a bid bond issued by an admitted surety insurer on the form provided by the District, o cash, or o a cashier's check or a certified check, drawn to the order of the Downey Unified School District in the amount of ten percent (10%) of the total bid price. This bid security shall be a guarantee that the Bidder shall, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the contract for the Project. All questions about the meaning or intent of the Contract Documents are to be directed in writing to the District no later than December 31, 2024 at 4:00 PM. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. The successful Bidder may substitute securities for any monies withheld by the District to ensure performance under the Contract, in accordance with the provisions of Public Contract Code 22300. The District's Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received. Ifthe District awards the Contract, the security ofunsuccessful Bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no Bidder may withdraw its bid for ninety (90) days after the date ofthe bid opening. DVBE (3%) Work shall be completed by August 8th, 2025, Roof Replacement: Lewis ES: B1-B6, C1-C4, D1-D6, Cafeteria (Green Highlighted Bldgs.) Warren HS: Girls LR, Cafeteria, Library, B, C, F, G, S (Green Highlighted Bldgs.) a Remove the existing roof system to the structural deck. District to mark any non-functioning equipment. All marked equipment to be removed during demolition. b Repair any damaged decking as required. Contractor to include 7% deck replacement in the base bid. If the amount of deck replacement exceeds 7%, the contractor is to receive a change order equal to the unit price for deck replacement per sq ft multiplied by the sq ft in excess of the base bid amount. If the amount of deck replacement is less than 7%, the contractor is to provide a credit to the District equal to the unit price of deck replacement per sq ft multiplied by the sq ft less than the base bid amount. c Contractor to ensure positive drainflow on the roof. Install EPS crickets on the high side of equipment. d Mechanically fasten Type II base sheet - HPR Glasbase -- with rosin paper. e Apply 80 mil modified base sheet - Stressbase 80 Plus -- in hot asphalt at rate of 25 lbs per sq. f Apply Stressply FR Mineral in hot asphalt at a rate of 30 lbs per sq. g Flashings / Sheet Metal: i Apply SBS-modified flashing ply in all flashing areas - Stressbase 80 Plus. Flashing ply to extend min 6" onto the roof field. Apply SBS-modified flashing cap ply - Stressply FR Mineral -- in all flashing areas extending a min 9" onto the roof field. ii All flashing plies to be terminated with a termination bar set in butyl tape and fastened every 6" o.c. Caulk above the termination bar. iii Edge: Install 22 gauge, galvanized edge metal. Edge metal flashing to comply withmanufacturer details. iv Gutters: Existing gutters to be removed and replaced with new, 24 gauge, bonderized, seamless gutters with K-Style design. Tie into the existing downspouts. h Surfacing: i Allow the roof to cure for 28 days. ii Powerwash and clean the roof prior to coating. Ensure no moisture on the roof. iii Apply Pyramic Plus LO at 2 gal per sq. i No pitch pockets on roof. Lead flash all penetrations. Roofing contractor to supply and install all lead flashings. Install umbrella cover over all caulked clamps. Caulk umbrella. j All conduit to be placed on rubber walkpads. k Replace rusted and damaged heat stack / vent cover l Sleepers: Replace existing sleepers with new redwood blocking. Place on walkpads. m Ductwork / Metal Pans: Clean before any work. Tape the seams with structural tape. Apply Cool Sil coating at a rate of 3 gal per sq over the equipment. n Contractor to test all drains at the completion of the project. Roof Restoration: Lewis ES: A0, A1-A2, A4-A6, C Portables, E Wing, K1-K2 (Blue Highlighted Bldgs.) Warren HS: Boys LR, H, J, T, U, V, Snack (Blue Highlighted Bldgs.) a Powerwash the roof and remove all debris, dirt, and obstructive materials. Wash with Simple Green. b Repair any damaged area: i Emulsion: i Cut, repair, and three course all blisters and splits with Cool Sil and mesh. ii Repair all fishmouths. iii Cut all existing blisters and set in mastic. Apply structural tape - Unibond ST 4" Tape --over the cut blister. Apply Cool Sil over the tape extending 3" on both sides at 2 gal per sq. iv Torch apply new SBS modified torch cap sheet to all equipment and curb flashings. Extend the torch 12" onto the roof field. Prime the roof prior to torch application with Garla Prime VOC at 1/2 gal per sq. v Apply Unibond ST 4" tape to all roof seams. Roll to ensure strong bond. vi Penetrations: Apply Cool Sil and mesh three course application along the base. ii Metal: i Caulk all backed out fasteners. ii Wirebursh all rusted panels. If the rust is too severe, cut the rusted panel and remove. Install 24 gauge panel overlapping the existing panel by 6". Set in butyl tape and pop rivet every 2" o.c. iii Apply Unibond ST 4" tape to the edge metal and gutter intersection. iv Expansion Joint: Install foam waterproofing under the expansion joint. Apply structural tape to the expansion joint seams. v Penetrations: Apply Cool Sil and mesh three course application along the base. c BUR / Emulsion Only: Apply Energizer Lo at a rate of 1 gal per sq. Allow 16 days to cure. Clean the roof. Then, apply Cool Sil Bleed Blocker at 1 gal per sq. Allow the primer to cure for 8 hrs. d Apply Title 24 compliant coating - Cool Sil- at a rate of 2 gal per sq. e BUR / Emulsion Only: Embed Grip Polyester Firm into the coating. f Allow the material to cure for 12 hrs. g Apply Title 24 compliant coating - Cool Sil- at a rate of 2.5 gal per sq. Embed into the coating 28 lbs per sq of Title 24 white minerals. h Install new rubber blocks for all conduit. i Metal Pans / Vents / Coping Cap: Coat all coping cap metal at 2 gal per sq. Roof Restoration: Lewis ES: Canopies (Pink Highlighted Bldgs.) a Powerwash the roof and remove all debris, dirt, and obstructive materials. Wash with Simple Green. b Repair any damaged area: i Cut, repair, and three course all blisters and splits with Energizer LO and mesh. ii Cut all existing blisters and set in mastic. Apply structural tape - Unibond ST 4" Tape -- over the cut blister. Apply Energizer LO over the tape extending 3" on both sides at 2 gal per sq. iii Penetrations: Apply Energizer LO and mesh three course application along the base. c Apply coating - Energizer LO- at a rate of 3 gal per sq. Embed Grip Polyester Firm into the coating. d Apply coating - Energizer LO- at a rate of 3 gal per sq. Embed into the coating 32 lbs per sq of Title 24 white minerals. e Install new rubber blocks for all conduit. f Metal Pans / Vents / Coping Cap: Coat all coping cap metal at 2 gal per sq.
