Construction of a 900-foot-long new road with heavy duty asphalt paving, storm water inlets and piping. Construction of a 3-acre storm water detention pond and associated structures and piping. The Owner reserves the right to waive any informalities or to reject any or all bids. Each Bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable according to the Department of Treasury Circular 570. No bid may be withdrawn for a period of sixty days after the scheduled closing time for receipt of bids. Bidders are encouraged to solicit Minority and Service-Disabled Veteran Business Enterprise participation and provide documentation of such solicitation. Small businesses, minority-owned businesses, women's business enterprises, and labor surplus area firms are strongly encouraged to submit proposals. Additionally, firms utilizing subcontractors are encouraged to actively solicit participation from these entities during the subcontracting process. All contracts and subcontracts issued under this procurement must adhere to the affirmative steps required to ensure the inclusion of minority businesses, women's business enterprises, and labor surplus area firms, as outlined in 2 CFR 200.321.
