The Proposer will provide the services in accordance with Section 5. Preliminary Scope of Services. A. The Santa Clara Valley Water District (Valley Water) is seeking proposals from qualified consultants for field assistance using the California Rapid Assessment Method throughout the upper Pajaro River watershed within Santa Clara County. The Project is a reassessment of watershed ecological condition after ten years, working in cooperation with Valley Water and San Francisco Estuary Institute-Aquatic Science Center (SFEI-ASC). The first assessment of the Upper Pajaro River watershed and more information about Valley Water's Safe, Clean Water and Natural Flood Protection Program, Project D5 is available at website. B. Approximately 90 CRAM sites, or assessment areas (AAs), will need to be surveyed throughout the upper Pajaro River watershed using CRAM. The upper Pajaro River watershed encompasses about 231,000 acres and is made up of four major subwatersheds within Santa Clara County: Pacheco Creek, Uvas Creek, Llagas Creek, and the Pajaro River and smaller subwatershed. Field sites will be primarily in or around Gilroy and Morgan Hill, California; all field sites will be within Santa Clara County. Maps of the watershed and anticipated CRAM site locations are provided in Reference 6 of Attachment 4. C. CRAM surveys must be conducted between May and September 2025. Consultant must have a sufficient number of trained CRAM riverine-module practitioners to complete the approximately 90 CRAM sites by September 30, 2025 with two trained CRAM practitioners per field team. Other Details Minimum Qualifications: o The Proposer shall have at least one senior California Rapid Assessment Method (CRAM) practitioner assigned to the project that has been practicing for >=3 years, has completed >50 CRAM assessments, and has either been formally trained or attended a CRAM refresher course, attended an annual intercalibration event, or has assisted with a training within the last 5 years. Experience with ambient or watershed CRAM assessments is ideal. o The Proposer shall have at least two certified CRAM practitioners per field crew. Practitioner names must be present on the CRAM website indicating that they have been formally trained. o The Proposer's CRAM practitioners shall have experience in assessing riverine systems, and ideally should have experience in Bay Area riverine systems and be familiar with riverine and wetland conditions in Santa Clara County. o The Proposer shall have been actively employing CRAM in their projects within the past 5 years, uploaded CRAM data to eCRAM, and be familiar with any CRAM updates and project or ambient survey monitoring recommendations published by the statewide Level-2 Committee through the California Wetlands Monitoring Workgroup. o The Proposer's CRAM practitioners will have either been trained within the last 5 years AND have been conducting CRAM surveys regularly since their training (at least 5+ per year) OR have taken a CRAM refresher course in the previous year. o Ideally, all of the Proposer's CRAM practitioners that work on the project will have completed at least one CRAM survey in the three months before the project begins. Alternatively, they will have reviewed CRAM training materials and videos before the project begins.
